How to schedule

Inspections are requested through the building department below.

Address
Permit Center, Development Services Center, 39550 Liberty St., Fremont, CA 94538. NOTE THE TWO ADDRESSES: the department's own pages footer 3300 Capitol Ave. (City Hall), but the Permit Center is at 39550 Liberty St. A visit goes to Liberty Street.
Phone
510-284-4000 (City); 510-494-4885 (Inspection Scheduling Line, automated)
Office hours
"Monday through Thursday: 8:00 a.m. to 12:00 p.m., 1:00 p.m. to 3:30 p.m. (closed from 12:00 p.m. to 1:00 p.m.)"; "Friday: 8:00 a.m. to 12:00 p.m." So a one-hour noon closure and an afternoon that ends at 3:30, which is early for this corpus, plus a Friday that finishes at midday. "On City observed holidays, the Center is closed." The city also posts dated one-off changes on this page - the page read on 2026-09-19 still carried a notice about an extended lunchtime closure on Tuesday, September 15, which had already passed.

Published scheduling rules

  • THE 24/7 BOOKING WINDOW IS NOT THE DEADLINE. "Inspections can be scheduled 24 hours, 7 days a week" sits directly beside "The cut off time for next day inspections is 2:00 p.m. the business day prior to the date." The first sentence is about the system being available; the second is the one that decides whether anyone comes tomorrow. (General)

Inspection sequence

Applies to: Building Permit

  1. 1

Book any time; the cut-off is 2:00 p.m. the day before

"Inspections can be scheduled 24 hours, 7 days a week. The cut off time for next day inspections is 2:00 p.m. the business day prior to the date." Booking is available round the clock, but the deadline that matters is mid-afternoon on the previous business day.

  2. 2

Two routes for building inspections - online, or an automated phone line

"Inspections can be scheduled online in Citizen Access or by calling the City's Inspection Scheduling Line at 510-494-4885." The phone line is an IVR, not a person: "the automated inspection line will guide you through the system. Have your permit number available." Through it you can request, cancel or obtain results. The city publishes three-digit inspection codes for use with it.

  3. 3

FIRE INSPECTIONS MUST BE BOOKED ONLINE, AND THE PHONE LINE WILL SILENTLY COST YOU THE SLOT

"All fire inspections (permit records starting with FAP, FCP, and FSP) need to be scheduled online through the City's Citizen Access permit portal. Commercial and multifamily residential fire inspections cannot be scheduled by phone using IVR... If a fire permit inspection for a commercial project, including a multifamily residential project, is scheduled in IVR using a residential inspection code, the inspection will be cancelled." The consequence is stated, and it is cancellation rather than a warning.

  4. 4

Ask for identification at the door

The city publishes this on its own inspections page: "Always remember to ask for City identification if someone comes to your door claiming to be a Building Inspector or any other City employee."
