California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

FREMONT PUBLISHES A COUNCIL ADOPTION DATE, WHICH NO OTHER CALIFORNIA RECORD IN THIS CORPUS DOES: "The 2025 California Building Standards Code was adopted by the Fremont City Council on November 18, 2025. The code is effective January 1, 2026."
The adopted set is enumerated: 2025 California Building Code Volumes 1 & 2, Mechanical Code, Plumbing Code, Electrical Code, Existing Buildings Code, Fire Code, Energy Code, Residential Building Code, Green Building Standards Code and Historical Building Code.
AND TWO CODES THAT ARE NOT PART OF THE CALIFORNIA BUILDING STANDARDS CODE AT ALL: the list also includes the "2025 International Pool and Spa Safety Code" and the "2025 International Property Management Code". Those are International Code Council model codes adopted locally alongside the state set, so a reader who assumes Fremont's requirements are exactly the state set will miss two.

A BOOKING THAT IS ACCEPTED AND THEN CANCELLED IS THE WORST FAILURE MODE HERE, AND FREMONT IS THE ONLY CITY IN THIS CORPUS THAT WARNS ABOUT ONE: "If a fire permit inspection for a commercial project, including a multifamily residential project, is scheduled in IVR using a residential inspection code, the inspection will be cancelled." The phone system will take the booking. The inspection will not happen. Fire permits are the ones beginning FAP, FCP and FSP, and they go through Citizen Access online.
THE 24/7 BOOKING WINDOW IS NOT THE DEADLINE. "Inspections can be scheduled 24 hours, 7 days a week" sits directly beside "The cut off time for next day inspections is 2:00 p.m. the business day prior to the date." The first sentence is about the system being available; the second is the one that decides whether anyone comes tomorrow.
FREMONT PUBLISHES A COUNCIL ADOPTION DATE FOR ITS CODE, WHICH NOTHING ELSE IN THIS CALIFORNIA BATCH DOES: "adopted by the Fremont City Council on November 18, 2025", effective January 1, 2026. Concord names its municipal code title, Pasadena names the two amendment sections, and most records here can only cite the statewide effective date. An actual adoption date is the strongest form of this fact.
AND THE ADOPTED LIST RUNS PAST THE STATE SET. Fremont also adopts the 2025 International Pool and Spa Safety Code and the 2025 International Property Management Code - International Code Council model codes that are not part of the California Building Standards Code. Assuming Fremont's requirements equal the state set will miss both.
THE VALUATION FLOOR IS PUBLISHED AS A PER-SQUARE-FOOT TABLE: "Master Fee Schedule Exhibit 1: Minimum Acceptable Building Permit Valuation per Square Foot." This is the fourth California city in this corpus to place a floor under the applicant's declared valuation, and the four state it four different ways - Concord's Building Official may apply ICC minimums and sets the final total; Vallejo takes the greater of the declared value or ICC BVD; Pasadena prices from the ICC BVD table computed as gross area times square-foot construction cost; Fremont publishes its own minimum per square foot. THE DECLARED FIGURE IS A FLOOR THE CITY SETS, NOT A NUMBER THE APPLICANT CHOOSES, and any statement that permit fees come from the DECLARED valuation is wrong in all four.
TWO ADDRESSES, AND THE ONE IN THE FOOTER IS THE WRONG ONE TO VISIT. Every departmental page carries "3300 Capitol Ave. Fremont, CA 94538" in its footer, which is City Hall. The Permit Center is "located within the Development Services Center at 39550 Liberty St."
A NOON CLOSURE PLUS AN EARLY FINISH PLUS A HALF-DAY FRIDAY. Monday to Thursday the counter runs 8:00-12:00 and 1:00-3:30; Friday it runs 8:00-12:00. The 3:30 p.m. weekday close is among the earliest in this corpus - Chula Vista runs to 5:00 with an 11:00 a.m. break, Concord to 4:00 with a noon break, Palmdale to 6:00.
DATED ONE-OFF CLOSURES ARE POSTED ON THE PERMIT CENTER PAGE AND ARE NOT ALWAYS REMOVED AFTERWARDS. The page read on 2026-09-19 still carried a notice about an extended lunchtime closure on "Tuesday, September 15" - already past. Read such notices for their date before treating them as current, and do not infer from a stale notice that the page is unmaintained.
A DOOR-IDENTIFICATION WARNING, ON THE INSPECTIONS PAGE: "Always remember to ask for City identification if someone comes to your door claiming to be a Building Inspector or any other City employee." This is the third distinct fraud warning pattern in this corpus and the first about an in-person approach - Huntington Beach warns about emails impersonating city staff and demanding payment, Chula Vista about messages demanding wire transfers.
