So the door is open six hours, the last time you may arrive is half an hour before it shuts, walk-ins stop three hours before that, and whatever you came for has a thirty-minute cap. Codes adopted

A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

- THIS IS THE MOST LAYERED COUNTER SCHEDULE IN THIS CORPUS - four independent limits, all from the city's own page. Open 8:30am to 2:30pm Monday to Thursday; last arrival 2:00pm; walk-ins only until 11:30am and only for limited services; and any counter service capped at 30 minutes. Each one alone is ordinary. Together they mean the practical walk-in window is three hours a day, four days a week, for a subset of services, in half-hour slices.
- THE LAST-ARRIVAL TIME IS NOT THE CLOSING TIME, and Berkeley prints them together so the gap is visible: "8:30am-2:30pm (last arrival 2:00pm)". Cities in this corpus express this differently and inconsistently - Garden Grove stops ACCEPTING at 4:00pm, Fontana wants you in by 5:00 to reach a 6:00 cashier, San Francisco closes its queues at 4:30. Berkeley is the only one that states the gap as a parenthesis on the hours line itself.
- A THIRTY-MINUTE SERVICE CAP IS PUBLISHED, WHICH NO OTHER RECORD HERE CARRIES: "counter services are limited to 30 minutes". If your question needs longer, the counter is structurally the wrong route.
- THE PUBLIC WORKS COUNTER SHUTS TWO AND A HALF HOURS BEFORE THE PERMIT COUNTER: "Public Works (Engineering, Zero Waste, Traffic): Monday-Thursday, 8:30 am-12:00 pm (last customer sign-in is 11:30 am)". A visit that needs both is a morning visit or two visits.
- ZONING IS THE CARVE-OUT FROM DIGITAL FILING: "You can apply for building permits digitally, except for zoning permits." So the one application type most likely to need discussion is also the one that cannot be filed online.
- THE ACCEPTED CARD LIST IS NARROWER THAN USUAL AND THE CITY NAMES IT: "cash, Visa or Mastercard, or check". American Express and Discover are not on that list.
- THE CITY PUBLISHES A PAYMENT-FRAUD WARNING ON THIS PAGE: it states that the department "will never call you for payment and will never ask you to wire funds", directs doubts to planning@berkeleyca.gov, and asks that fraud attempts be reported to Berkeley Police at (510) 981-5900. That is worth knowing before returning a call about permit fees.
