Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

CHAPTER 15 OF THE CHINO MUNICIPAL CODE WAS NOT OPENED FOR THIS RECORD, so the adopting ordinance number and the amendments themselves are not quoted.
Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 edition was published 2025-07-01 and took effect 2026-01-01.

Tips & gotchas

THE FEE SCHEDULE AND THE VALUATION DATA WERE LAST UPDATED NEARLY FOUR YEARS APART: "Building Fee Schedule Updated June 25, 2026" sits in the same list as "Building Valuation Data - August 2022". Where a city publishes valuation data beside a fee schedule, the usual arrangement is that the data sets the project valuation and the schedule is applied to it - so the two halves of the calculation are refreshed on very different clocks. This record does not assert how Chino combines them, because neither document was opened. It does flag the gap: a current rate applied to a stale valuation table is the quiet way a fee estimate goes wrong, and it is worth asking the division directly which valuation figures are in force.
TWO ADJACENT PARAGRAPHS NAME TWO DIFFERENT CODE FAMILIES. The division says it enforces "the Uniform Building, Plumbing, Mechanical, and National Electrical Codes", and the very next paragraph says the city "has adopted the 2025 Edition of the California Building Code with some amendments." The Uniform codes are legacy model codes California superseded with Title 24; the 2025 sentence is the live one, and it is corroborated by the city's own 2025 CalGreen handouts. This is the third instance of the same shape in this California batch - Clovis cites UBC 1204 on its FAQ and Hesperia dates a 2025 code list to 2023 - and in every case the correct information and the stale information sit within a few lines of each other.
CHINO DOES NAME ITS EDITION, WHICH FIVE OTHER CITIES IN THIS BATCH DO NOT. Redding, Citrus Heights, Hemet, Manteca and Yuba City all leave the governing edition to be found elsewhere; Chino states 2025 and points at Chapter 15 for the amendments. The contrast is worth keeping in mind when a reader assumes silence means the current code - here the city bothered to say.
THE SUBSTANCE IS IN THE PDFs, NOT ON THE PAGES. Design criteria, construction working hours, pool anti-entrapment requirements, the fee schedule, the valuation data and the FAQ are all published as documents. A reader skimming the web pages will find contact numbers and a portal link and almost nothing they can design or budget from - which is the opposite of Victorville or Hesperia, where the numbers are in the page text.
3 PM IS THE ONLY PUBLISHED TIME ON THE DIVISION'S PAGE: "please call before 3 pm for a next day inspection." No counter hours, no arrival windows and no cancellation route appear anywhere on the pages read, so the deadline is easier to find than the office.
BOTH AN ONLINE PORTAL AND A PAPER APPLICATION ARE PUBLISHED, and the pages read never say which governs. The city offers an Accela how-to guide and a Permit Portal link, and separately a "Building Permit Application (PDF)". Cities in this batch split sharply on this - Citrus Heights requires online for everything, Redding restricts online to eleven named types, Napa has no online route at all - so the ambiguity here is worth resolving by phone rather than by assumption.
