Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

THE CITY CITES ITS OWN CODE FOR THE PERMIT MACHINERY rather than publishing an edition list on these pages: CMC 18.04.015 for work exempt from a permit, CMC 18.04.020 for the routing of plans to city divisions, and CMC 18.04.035 for the one-year life of a plan check.
THE STATE CODES ARE NAMED THROUGH THE EXEMPTION FORMS: the city publishes form B-38 for "Work Exempt from Residential Permit" based on the California Residential Code, and form B-39 based on the California Building Code.
CALGREEN IS NAMED WITH A SUBSTANTIVE REQUIREMENT: "Under the California Green Building Standards Code (CALGreen), at least 65% of non-hazardous construction debris must be recycled or salvaged for reuse."
EXEMPT WORK STILL HAS TO COMPLY: "Work exempt from a permit must still comply with applicable Building Codes, State of California Codes, City Codes, and all other applicable ordinances."
THE ADOPTING CHAPTER'S EDITION LIST WAS NOT READ FOR THIS RECORD, so no Carlsbad ordinance number, code edition or local effective date is asserted.
Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication."

Tips & gotchas

THIS RECORD IS CARLSBAD, CALIFORNIA. The corpus also holds Carlsbad, New Mexico, in Eddy County, which keeps the bare slug; this one is filed as carlsbad-ca. It is the second such pair found in this batch after Clovis - check the state before quoting a figure from either.
THE SUBMITTAL ROUTE IS A ONE-WAY DOOR, AND THE CITY SAYS SO IN ONE SENTENCE: "Once an application is determined hard copy, it will remain that way the life of the permit." Nothing else in this corpus locks a channel for the life of a permit. Check the Online Permit Services list for your permit type before defaulting to paper, because a paper start means paper resubmittals for every cycle that follows.
A THIRD-PARTY PLATFORM SITS ON BOTH ENDS OF THE JOB. A Construction Waste Management Plan must go through Green Halo "before a permit is issued", and "all recycling and disposal receipts must be uploaded to Green Halo before final inspection." The permit and the final are both gated by a system that is not the city's permit portal, so an account there is a prerequisite rather than paperwork.
2 P.M. IS THE MOST CONSEQUENTIAL NUMBER ON THE INSPECTION PAGE: before it, next business day; after it, two business days. A request submitted at 2:05 p.m. on a Friday lands on Tuesday.
AND THE NEXT-DAY RULE CARRIES ITS OWN ESCAPE CLAUSE: "During high inspection volume, holidays and/or staff availability, rollover inspections may occur." The city names the exception rather than hiding it, which is more useful than a firm-sounding commitment - but it means the 2 p.m. rule is a target, not a guarantee.
INSPECTION REQUESTS MOVED INTO THE PORTAL ON AUG. 3, 2026, AND BOTH ROUTES ARE STILL LIVE: "During the transition... the Building Inspection request webform will remain available." Read on 2026-09-20 that transition is about seven weeks old, so a contractor working from older instructions is not yet wrong - but only the portal returns correction notes and inspection history.
THE PORTAL ACCOUNT TAKES ONE TO TWO BUSINESS DAYS TO APPROVE: "You can expect an email confirmation within one to two business days confirming your online portal access." Shorter than the week Temecula recommends, but still not something to discover on the morning you want to book an inspection.
PLAN CHECK DIES AT ONE YEAR AND THE RENEWAL IS NOT A RENEWAL: under CMC 18.04.035, expiry means "a new set of plans must be submitted with payment for the subsequent plan review." There is no reinstatement of the old review. Santa Rosa's equivalent clock runs on collecting the permit and costs you the plan check fee; Carlsbad's runs on finishing the review.
THE SUNDAY BAN IS ABSOLUTE AND CITED: construction runs Monday to Friday 7 a.m. to 6 p.m. and Saturday 8 a.m. to 6 p.m., but "per CMC 8.48.010, no construction work is permitted on any Sunday or Federal holiday." Victorville cites a noise ordinance for its hours too (VMC 13.01); Carlsbad adds a whole-day prohibition that any schedule built around weekend working will hit.
THE CITY PUBLISHES WHAT ITS FREE ADU PLANS SAVE YOU, IN MONEY AND IN MONTHS: "three to six months of planning and design time and the approximately $8,000-$16,000 in private architectural design fees." That is a city quantifying an avoided PRIVATE cost rather than one of its own fees - rare, and useful precisely because it is the number a homeowner cannot look up anywhere else.
SOLAR IS ISSUED ON APPROVAL, NOT ON REVIEW: "Residential solar permits are issued immediately after an applicant receives approval from SolarAPP+ and applies on the Customer Self Service online portal." That puts Carlsbad with Oceanside, Pomona, Santa Clara, Visalia and Victorville on SolarAPP+ - and unlike Clovis, the pages read here place no contractor-only restriction on the route.
THREE MAILBOXES DO THREE DIFFERENT JOBS: building@carlsbadca.gov for general questions and fees, buildingsubmittals@carlsbadca.gov for emailed applications and to arrange large file transfers, and CSSPermitHelp@carlsbadca.gov for the portal itself. Sending a submittal to the general address is a slower path, not a wrong one.
EXEMPT DOES NOT MEAN UNREGULATED: "Work exempt from a permit must still comply with applicable Building Codes, State of California Codes, City Codes, and all other applicable ordinances." The exemption removes the permit, not the standard, and the city publishes the list twice - in CMC 18.04.015 and as forms B-38 and B-39.
