- THE COUNTER'S MODE CHANGES BY TIME OF DAY AND BY DAY OF WEEK, and the city publishes all three: "Monday through Thursday, 9 a.m. - 1 p.m. - Walk-ins welcome and virtual appointments available"; "Monday through Thursday, 1 p.m. - 5 p.m. - By appointment only, in person and virtual"; "Friday, 8 a.m. - 5 p.m. - Virtual appointments only". So Friday is open and unattendable in person, and an afternoon visit without an appointment is not a walk-in.

Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Health & Safety Code 18938(b): building standards adopted into the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication."

Tips & gotchas
- THE HOURS ARE THREE DIFFERENT SERVICES, NOT ONE SCHEDULE. Morning Monday to Thursday is a walk-in counter; afternoon Monday to Thursday is appointment-only; Friday is virtual-only. A single "open 9 to 5" summary would be wrong about two of the three.
- FRIDAY IS THE NEW SHAPE IN THIS CORPUS: not closed, not open, but STAFFED AND UNATTENDABLE. Fontana closes every Friday, Moreno Valley's building counter is one of the few that keeps Friday hours, Stockton and Santa Ana alternate - Hayward works a full Friday that you cannot physically attend.
- ONE O'CLOCK IS THE HINGE AND IT IS EASY TO MISS. The walk-in window ends at exactly the hour the appointment-only window begins, so arriving at 1:05 p.m. without an appointment is the failure case, and the page gives no grace language either way.
- FIVE PHONE NUMBERS, NONE OF THEM GENERAL. Building Division, Permits, Fire Prevention, Planning and Code Enforcement each have their own line. There is no single switchboard number published on the Permit Center page.
- CODE ENFORCEMENT DEFERS TO YOUR OWN LETTER: the city says to "contact your code inspector directly or the telephone number shown on the letter you received" - so for an open case the published division number is not the best route.
- NO FEES AND NO REVIEW TURNAROUND ARE RECORDED HERE, because neither is published on the Permit Center page. The city maintains a separate Building Documents library and an e-Permits Help Center; neither was opened for this record, so nothing is taken from them at second hand.
