Building Permit in Antioch, California

Antioch is the clearest fee explainer in this corpus: it states in its own words which fees are valuation-based and which are square-footage-based, and why. Its inspection rules are equally blunt - miss a required item and the inspection fails with a re-inspection fee.

When you need this permit

  • APPLICATIONS AND INSPECTIONS BOTH RUN THROUGH CIVIC ACCESS, the city's Tyler-hosted self-service portal, with a Building Permit Application Form published as a PDF alongside residential and commercial permit checklists.
  • DEFERRED SUBMITTALS NEED PRIOR APPROVAL AND CANNOT BE INSTALLED EARLY. The city explains them: portions of the design "intentionally omitted from the initial building permit plan set and submitted for review at a later time (typically because they require specialized engineering or contractor design)". Under "the California Building Code (CBC, Section 107.3.4.1), deferred submittals must be identified on the approved construction documents and receive prior approval from the building official before being deferred."
  • AND THE DESIGN PROFESSIONAL HAS TO SIGN THEM OFF FIRST: "The registered design professional is required to review these deferred documents and confirm that they conform to the overall project design before forwarding them to the building department for approval (such items cannot be installed until they are formally approved)." Common examples given: "truss calculations, photovoltaic solar systems, fire protection systems, and prefabricated structural components."
  • IMPACT FEE DEFERRAL IS NOT AUTOMATIC: "Projects must have a completed Deferred Development Impact Fee Checklist on file with all required documents to qualify for fee deferral."
  • TWO OUTSIDE APPROVALS ARE NAMED FOR COMMERCIAL WORK: "All commercial projects need to be submitted to the Fire District for plan review and approval", and "All commercial projects serving food need an Environmental Health inspection and approval."

The city adds a floor: "To ensure consistency, the City may establish a minimum project valuation using recognized construction cost data and industry standards."
Based on the valuation of the proposed construction.
Impact fees and other surcharges
"Certain development-related fees, including impact fees and other surcharges, are calculated based on square footage. Show full citation"Certain development-related fees, including impact fees and other surcharges, are calculated based on square footage. Under this method, the total net new finished floor area of a project is multiplied by an established per-square-foot rate. Square footage pricing is commonly used for Development Impact Fees (DIF), inclusionary housing fees, utility-related fees, and other charges associated with the increased demand a project may place on public infrastructure and services."
Based on square footage, not valuation.
Residential sub-trade permit combination (plumbing, mechanical, electrical, insulation)The city's own wording, citing "Building Fees, Antioch Master Fee Schedule, page 7". Note the structure: a per-trade floor and a per-square-foot rate, with the greater of the two applying, then multiplied by four trades.

Inspection process

  1. 1

Two request routes, with a stated preference

"Inspection requests and cancellations can be made by logging in to the permit portal (Civic Access) (recommended for faster scheduling) or by calling the Building Division at 925-779-7065."

  2. 2

The hard deadline is 1:00 PM the day before

"Inspection requests must be made no later than 1:00 PM the day prior to the requested inspection date." Separately, and more cautiously: "Due to current inspection volume and staff resources, we recommend submitting your request at least three (3) business days in advance of your requested inspection date."

  3. 3

The next-day guarantee was withdrawn, with a date

"Inspections are scheduled on a first-come first-served basis. As of August 1, 2023 there is no guarantee of next day inspections." The city dates the change rather than quietly dropping the promise.

  4. 4

AM or PM, requested but not guaranteed

"When submitting inspection requests through the portal, you can specify a time-frame of AM (9AM to 12PM) or PM (12PM to 3PM), but we are unable to guarantee the requested timeframes." Once scheduled, "you will see in your permit portal that is has been assigned as AM... or PM". A daily schedule sits in the "Today's Inspections" section of Civic Access.

  5. 5

Three things must be on site or the inspection fails

"All of the following items must be ready for the inspector upon arrival at the inspection site. If any of the below items are not available at the time the City of Antioch Inspector has arrived on-site, the inspection will fail and re-inspection fees... will be charged." They are: a printed copy of the Building Permit, a printed copy of the approved Construction Plans, and "Ladder(s) must be provided and available on-site for roof access if needed."

  6. 6

Solar inspections carry their own list, on the same terms

Under the same failure rule: "If no verifiable Ufer is observed, 8' ground rod/rods must be installed (with gas and water bonding in place)"; "All placards and conduit stickers must be applied and legible"; "All equipment with a dead-front must be open (with dead-front removed) for inspection"; ladders for roof access; and "Photos of open jboxes on roof, wire management under panels, and panel attachment to roof." Printed on site: the Building Permit, the SolarApp Inspection Checklist and a Single-Line Diagram.

Tips

  • REQUEST INSPECTIONS BY 1:00 PM THE DAY BEFORE - and the city suggests three business days.
  • A LADDER, A PRINTED PERMIT AND PRINTED PLANS OR THE INSPECTION FAILS with a re-inspection fee.

Two different ways, and the city separates them. Building permit and plan review fees are "based on the valuation of the proposed construction project, which includes the estimated cost of labor and materials", with the city able to set "a minimum project valuation using recognized construction cost data". Impact fees and other surcharges are instead "calculated based on square footage" - net new finished floor area times a per-square-foot rate.

You can ask. The portal lets you specify AM (9AM to 12PM) or PM (12PM to 3PM), "but we are unable to guarantee the requested timeframes." Once staff schedule it, the assigned AM or PM shows in your permit portal.

Some of them. Under SB 937 "eligible projects may defer payment of certain City impact fees until final inspection or issuance of a Certificate of Occupancy", provided a completed Deferred Development Impact Fee Checklist is on file. School district, water district and Delta Diablo fees are pass-through and cannot be deferred.

A part of the design left out of the initial plan set and reviewed later - truss calculations, solar systems, fire protection, prefabricated structural components. It needs prior approval from the building official under CBC 107.3.4.1, must be identified on the approved construction documents, must be reviewed by the registered design professional first, and "such items cannot be installed until they are formally approved." Additional fees apply.
