So the 2026 GBSC is built on the 2025 CBSC.THE RULE IS KEYED TO SUBMISSION DATE, NOT TO WHEN WORK STARTS. The city publishes each cycle as a window of submission dates, so which code governs a project is fixed by the day it was submitted.THE PREVIOUS CYCLE, WITH ITS ORDINANCES: "Projects submitted to the City of Glendale Building & Safety from January 1, 2023 through December 31, 2025 shall comply with the California Building Standards Codes and the City of Glendale Amendments per Ordinances 6028 and 5999" - being "Glendale Building & Safety Code (GBSC) 2023 - Ordinance 6028 superseding Ordinance 5998" and "Glendale Reach Code (GRC) 2023 - Ordinance 5999".AND THE ONE BEFORE THAT: "Projects submitted to Building & Safety from January 1, 2020 through December 31, 2022, shall comply with" the Glendale Building & Safety Code, 2020 - Ordinance 5937, together with the 2019 California Building, Residential, Existing Building, Plumbing, Mechanical and Electrical Codes.Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 code was published July 1, 2025 and took effect January 1, 2026.
