A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

  • Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 code was published July 1, 2025 and took effect January 1, 2026.

Tips & gotchas

  • THE CODE'S NAME AND THE CODE'S CONTENT CARRY DIFFERENT YEARS, WHICH IS A TRAP FOR ANYONE MATCHING NUMBERS: the "2026 Glendale Building and Safety Code" IS the 2025 California Building Standards Code plus Glendale's amendments. Quoting "the 2026 code" to someone who works in state editions, or searching for a 2026 California code, will both go wrong.
  • GLENDALE PUBLISHES A FULL CODE HISTORY WITH ORDINANCE NUMBERS AND A SUPERSESSION CHAIN, which nothing else in this California batch does: the 2026 cycle from January 1, 2026; the 2023 cycle for submissions from January 1, 2023 through December 31, 2025 under "Ordinance 6028 superseding Ordinance 5998"; and the 2020 cycle under Ordinance 5937 with the 2019 California codes. If you need to know what governed a project filed three years ago, this city can tell you and most cannot.
  • AND THE CYCLE IS KEYED TO THE SUBMISSION DATE, NOT TO GROUNDBREAKING OR ISSUANCE. A project submitted on December 31, 2025 is on a different code from one submitted the next day, whatever happens afterwards.
  • THERE IS A SEPARATE LOCAL ENERGY CODE AND IT HAS ITS OWN ORDINANCE: the "Glendale Reach Code (GRC) 2023 - Ordinance 5999". Reading only the building code would miss it. Note also that H&SC 17958(b)'s bar on new residential amendments runs from October 1, 2025, which is after this reach code was adopted.
  • ONE FEE ADOPTION, THREE EFFECTIVE DATES - the most staggered fee transition in this corpus: "adopted a new Citywide Fee Schedule on June 23, 2026. Many fees took effect Tuesday, July 1, 2026, but depending on the type of fee, some will take effect on either July 23, 2026 or August 22, 2026." The city gives two checks - "All official permit and planning invoice communications will only come from email addresses ending in @glendaleca.gov", and a number to verify on, (818) 548-3200. Huntington Beach, Chula Vista and Fremont publish their own versions; the targeting of KNOWN APPLICANTS is the common thread, and Huntington Beach states outright that the scammers work from publicly available project information.

Discovering this at the moment you try to book an inspection is the common case, because that is when the city says it surfaces.
