Codes adopted

NO CODE EDITION IS STATED ON THE PAGE READ. Two reads under different framings agree: the page links to the California Building Codes as a general resource and names no edition the City has adopted, and gives no adoption effective date.SO THE EDITION QUESTION IS SETTLED BY STATE LAW RATHER THAN BY THIS PAGE. Health and Safety Code 18938(b) provides that building standards in the California Building Standards Code apply to all occupancies throughout the state, and the 2025 edition took effect statewide on 1 January 2026. What Inglewood adds on top of that floor is not established here.THE ONE DATE THE PAGE DOES CARRY IS NOT A CODE ADOPTION DATE, and reading it as one would be a serious error - see localAmendments and the gotchas. It is the commencement date of a professional stamping requirement.

Inglewood requires an appointment for four named counter transactions including the over-the-counter permit itself, and from 5 January 2026 requires a Registered Architect's stamp on all commercial work of any size.

Requirements

  • FOUR TRANSACTIONS NEED AN APPOINTMENT, AND ONE OF THEM IS THE OVER-THE-COUNTER PERMIT: "The following require an appointment via QLESS: Plan Check Submittal, Over-The-Counter (OTC) Permit, Ready-To-Issue (RTI) Permit, Supergraphics Permit". An OTC permit that needs a booked slot is still over-the-counter in the sense that it is issued while you wait - it is not walk-in.
  • WHAT DOES NOT NEED AN APPOINTMENT IS NOT STATED. The page lists what requires QLESS and does not say what is exempt, so do not infer that anything else is walk-in.
  • FROM 5 JANUARY 2026 A REGISTERED ARCHITECT MUST STAMP ALL COMMERCIAL WORK, INCLUDING TENANT IMPROVEMENTS: "all new and tenant improvement commercial construction shall be stamped and signed by a State of California Registered Architect". There is no size floor on the commercial limb of that rule.
  • THE RESIDENTIAL THRESHOLD IS FIVE UNITS, NOT FOUR. "new residential construction of five (5) units or more" falls inside the stamping rule; a fourplex does not. If a project sits at the boundary the unit count decides whether an architect's stamp is required.
  • THE PROFESSION NAMED IS AN ARCHITECT SPECIFICALLY. The sentence says "a State of California Registered Architect", not a licensed design professional and not an engineer. A set of plans stamped by a civil or structural engineer does not obviously satisfy a rule that names architects - confirm with the division before relying on an engineer's stamp for work inside these thresholds.
  • BUILDING SAFETY IS ON THE FOURTH FLOOR at One W. Manchester Blvd. The floor is published as part of the address.

No fee schedule or valuation table appears on the Building Safety page. The cost that IS foreseeable from this page is professional rather than municipal: from 5 January 2026 commercial work of any size needs a Registered Architect's stamp, which is a design-fee consequence rather than a permit-fee one.
