California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

  • SO THE EDITION QUESTION IS SETTLED BY STATE LAW RATHER THAN BY THIS PAGE. Health and Safety Code 18938(b) provides that building standards in the California Building Standards Code apply to all occupancies throughout the state, and the 2025 edition took effect statewide on 1 January 2026. What Inglewood adds on top of that floor is not established here.

  • THE ONE DATE ON THIS PAGE IS NOT A CODE ADOPTION DATE AND LOOKS EXACTLY LIKE ONE. "Effective January 5, 2026" governs a stamping requirement: architectural plans for residential of five units or more, and all new and tenant improvement commercial construction, must be stamped and signed by a State of California Registered Architect. The statewide 2025 code date is 1 January 2026. Four days apart, entirely different meanings, and a reader skimming for an effective date will take the wrong one.
  • THE COMMERCIAL LIMB OF THAT RULE HAS NO SIZE FLOOR. Residential is capped at five units or more, but the commercial requirement reads "all new and tenant improvement commercial construction" with no threshold. A small tenant improvement is caught by the same rule as a new building.
  • IT NAMES AN ARCHITECT, NOT A DESIGN PROFESSIONAL. "a State of California Registered Architect" names one profession rather than a class of licensed design professionals. Plans stamped by a civil or structural engineer do not plainly satisfy a rule that names architects - ask before assuming they do.
  • THE OVER-THE-COUNTER PERMIT REQUIRES AN APPOINTMENT, WHICH READS AS A CONTRADICTION AND IS NOT ONE. "The following require an appointment via QLESS: Plan Check Submittal, Over-The-Counter (OTC) Permit, Ready-To-Issue (RTI) Permit, Supergraphics Permit." OTC here means issued while you wait rather than walk-in.
  • AND THE PAGE NEVER SAYS WHAT IS EXEMPT FROM QLESS. It lists four transactions that require an appointment and is silent on everything else. That silence is not permission to walk in.
  • CITY HALL IS CLOSED ON ALTERNATING FRIDAYS AND THE PAGE DOES NOT SAY WHICH. Against published hours of Monday to Friday, 7:30 AM to 5:30 PM, roughly one Friday in two is not available and there is no published calendar on the page read.
  • NO CODE EDITION IS NAMED ANYWHERE ON THE PAGE. It links to the California Building Codes as a general resource. So the operative standard is whatever state law imposes - the 2025 suite from 1 January 2026 under Health and Safety Code 18938 - and any Inglewood-specific amendments are unknown from this page rather than absent.
  • A FIVE-YEAR-OLD COVID DOCUMENT IS STILL SERVED AND STILL SEARCHABLE. A Permit Issuance and Plan Check Procedures file dated 9-6-21 sits in the City's Document Center and carries plan-checker availability windows and a security-escort arrangement. It surfaces in search above the current page. Nothing on the live Building Safety page confirms any of it still applies, and no figure in this record comes from it.
  • THE PUBLISHED ADDRESS INCLUDES A FLOOR AND IT IS NOT THE GROUND FLOOR: One W. Manchester Blvd., 4th floor. City Hall reception is not Building Safety.
  • NO DEPARTMENTAL EMAIL IS PUBLISHED on the page read - the routes in are the telephone number and the QLESS booking system.
  • A WRONG PAGE ON THIS SITE SERVES PLAUSIBLE BUILDING-LIKE DETAIL. The URL /168/Building-Safety returns a Community Development Block Grant page, complete with an address and City Hall hours, and returns HTTP 200 while doing it. The correct Building Safety page is /236/Building-Safety. A record built from the first would have carried a real address, real hours and the wrong division.
