- FOUR TRANSACTIONS NEED AN APPOINTMENT, AND ONE OF THEM IS THE OVER-THE-COUNTER PERMIT: "The following require an appointment via QLESS: Plan Check Submittal, Over-The-Counter (OTC) Permit, Ready-To-Issue (RTI) Permit, Supergraphics Permit". An OTC permit that needs a booked slot is still over-the-counter in the sense that it is issued while you wait - it is not walk-in.
- WHAT DOES NOT NEED AN APPOINTMENT IS NOT STATED. The page lists what requires QLESS and does not say what is exempt, so do not infer that anything else is walk-in.
- FROM 5 JANUARY 2026 A REGISTERED ARCHITECT MUST STAMP ALL COMMERCIAL WORK, INCLUDING TENANT IMPROVEMENTS: "all new and tenant improvement commercial construction shall be stamped and signed by a State of California Registered Architect". There is no size floor on the commercial limb of that rule.
- THE RESIDENTIAL THRESHOLD IS FIVE UNITS, NOT FOUR. "new residential construction of five (5) units or more" falls inside the stamping rule; a fourplex does not. If a project sits at the boundary the unit count decides whether an architect's stamp is required.
- THE PROFESSION NAMED IS AN ARCHITECT SPECIFICALLY. The sentence says "a State of California Registered Architect", not a licensed design professional and not an engineer. A set of plans stamped by a civil or structural engineer does not obviously satisfy a rule that names architects - confirm with the division before relying on an engineer's stamp for work inside these thresholds.
