Tips & gotchas

• THE FIRST STEP IS NOT THE PERMIT APPLICATION. Torrance numbers its process 1-2-3 and step 1 is obtaining Zoning Clearance from the Planning or Environmental Division, with "Proof of Zoning Clearance" required as part of the later application. Anyone who starts by opening a permit application has started at step 3. The two clearance routes have their own phone numbers and mailboxes, which is the tell that they are genuinely separate desks rather than a formality.
• WHICH DIVISION CLEARS YOU IS NOT STATED. The city says clearance comes "from the Planning or Environmental Division" and gives contacts for both, but the pages read do not say which projects go to which. Ask before queueing at one of them.
• EVERY TRADE IS A SEPARATE APPLICATION: "Separate permit applications and submittals are required for trade permits, including mechanical, electrical, and plumbing work." A project with all three is four applications, not one, and each is its own submittal rather than an attachment to the building permit.
• PAPER ENDED ON 5 JANUARY 2026 AND THE DATE IS THE USEFUL PART: "all plan reviews and permit submittals must be submitted electronically. Paper plans and physical submittals are no longer accepted." Torrance is the second city in this corpus to abolish paper on a named date - Oceanside did it on 2 January 2025, a year and three days earlier. Any guidance predating a city's own date describes a process that no longer exists, which is why the date matters more than the rule.
• THE INSPECTION SYSTEM IS A TELEPHONE KEYPAD SYSTEM AND IT SAYS SO: "Before Calling, you will need: A touch-tone telephone". In a corpus where most cities have moved inspection booking into a web portal, Torrance's published route is DTMF, available 24/7 on (310) 618-5901. It also does more than book - options exist to obtain results, hear the scheduled timeframe and listen to plan-check status.
• THE PERMIT NUMBER IS NOT ENTERED AS PRINTED. "Enter the seven-digit numeric portion of the Permit number. Ex. BLD25-00001 and press [#]" and "do not enter '-'". So a permit displayed as BLD25-00001 is keyed as its digits only. The system reads the site address back as confirmation, which is the check that you keyed the right one.
• KEEP THE CONFIRMATION NUMBERS. The city asks explicitly: "At the end of the call, you will be issued a confirmation number. We recommend that you keep a record of your confirmation numbers and associated requests in case you need them for future reference." On a phone-based system with no written trail, that number is the only receipt.
• NO COUNTER HOURS ARE PUBLISHED ANYWHERE THIS RECORD COULD FIND, on either the permit page or the inspection page, although the Permit Center address and an online appointment booking route are both given. This is the same shape as Glendale, where a telephone window existed and counter hours did not, and the same care applies - this record does not invent hours from the presence of an address.
• THE CITY PUBLISHES A 4MB PDF MANUAL FOR ITS OWN PORTAL and asks you to read it before creating an account: "Please refer to the Accela Citizen Access User Guide for Building Permits before creating your Citizen Access Portal Account." The size is worth knowing before opening it on a phone at the counter.
• THE PORTAL HANDLES MORE THAN BUILDINGS: the listed types are Building, Mechanical, Electrical, Plumbing, Safety Inspection/Event, Solar and Underground Utility Waiver. The last is unusual enough to note - a waiver rather than a permit, handled through the same route.
