Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Health & Safety Code 18938(b): building standards adopted into the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication."

Tips & gotchas
- THE HOURS ARE PUBLISHED PER SERVICE, AND THE WALK-IN WINDOW IS THE NARROW ONE. Over-the-counter plan review and walk-ins run "7:30 - 11:00 AM or by appointment (M-TH)" and "8:00 - 11:00 AM or by appointment (F)", while permit issuance and records run to 5:00 PM (M-TH) and 4:30 PM (F). A single "counter hours" figure would be wrong for at least one of those services.
- INSPECTORS ARE REACHABLE IN TWO SHORT WINDOWS A DAY: "7:30 - 8:00 AM & 3:30 - 4:00 PM (M-TH)" and "3:00 - 3:30 PM (F)" - the Friday window is a single half hour. The inspection REQUEST hotline, (661) 286-4097, is separately described as 24-hour, so requesting and speaking are different things here.
- THE PLAN CHECK FEE AND THE BUILDING PERMIT FEE ARE TWO DIFFERENT VALUATION TABLES AND BOTH APPLY. At $0-$5,000 that is $146 plus $95. This is the same two-fee structure San Francisco uses, and in both cities quoting one table understates the bill.
- THE THIRD ROUND OF PLAN CHECK STARTS COSTING: "Recheck Fee ... 15% of original fee for each plan check of (3) or more". The first two rounds do not carry it.
- A PROCESSING FEE IS CHARGED PER SUBMITTAL, NOT PER PROJECT: "Plan Check Application Processing ... $47 per application", "collected on each new submittal".
- YOUR FIRST EXTENSION IS FREE AND THE NEXT ONE IS NOT: "First Extension ... No Charge"; "Each Additional Extension ... $175".
- THE CITY MOVED DOMAIN AND THE OLD LINKS DO NOT MAP. www.santa-clarita.com now returns a 301 to www.santaclarita.gov - but to the HOMEPAGE, not to the equivalent page. A saved deep link to a permit page on the old domain lands you on the front page with no redirect to what you wanted, which is worse than a 404 because nothing tells you the page moved.
- A WIDELY REPEATED WEDNESDAY CLOSURE IS NOT ON THE CITY'S PAGE. Summaries elsewhere describe the counter as closed Wednesdays from 11:00 a.m. to 12:30 p.m. for staff meetings. Two independent reads of the Building & Safety page found no Wednesday or staff-meeting closure at all, so this record does not carry one. If it matters to your trip, call (661) 255-4935 rather than trusting either version.
