Building Permit
VerifiedLancaster's Building and Safety division runs three things worth knowing separately: an instant automated permit route for solar and batteries, an Assembly Bill 2234 transparency page carrying sample documents for common residential projects, and an inspection system that moved to two-hour windows in December 2025.

Requirements
- PERMITS ARE ISSUED AGAINST THE LANCASTER CODES: "Building permits are issued based on the current edition of the California Building Codes and local City amendments, encompassing building, electrical, mechanical, plumbing, sewer work, state energy requirements, and state accessibility laws."
- WORK MUST STAY VISIBLE UNTIL IT PASSES: "The work shall remain accessible and exposed for inspection purposes until it has been approved." Covering work before its inspection is approved undoes it.
- APPROVED PLANS LIVE ON SITE: the city requires that "Approved building plans must remain at the site" and be made available.
- CONSTRUCTION WASTE IS A CONDITION OF CLOSING THE PERMIT, NOT A SEPARATE PROGRAMME: "A minimum of 65% of nonhazardous construction and demolition waste shall be recycled and/or salvaged in accordance with Sections 4.408 and 5.408 of the California Green Building Standards Code. Receipts will be required as a condition of permit final. Send receipts to: wastediversion@cityoflancasterca.gov"

Fee schedule
| Fee type | Amount | Notes |
|---|---|---|
| Citywide fee increase | In force since October 1, 2025; amounts not transcribed for this record. | The city's notice: "Effective Wednesday, October 1, 2025, citywide fees will increase. Projects submitted on or after this date will be subject to the new fee amounts." The trigger is the SUBMISSION date, so a quote prepared before that date for a project filed after it is wrong. |
| Fee estimates are published as samples | Sample Fee Estimates for ADUs, garage conversions, single-family and duplex projects. | Published on the AB 2234 page alongside sample applications and permits. They are examples rather than quotes for your project, but they show which line items appear. |
| Fee schedule | NOT TRANSCRIBED for this record. | The division publishes a Fee Schedules & Forms section which was not opened here, so no schedule, amount or fee basis is asserted. |
