Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

THE CITY GIVES ITS COMBINED CODE ITS OWN NAME: "The 2025 California Building Codes, including the Building Code, Residential Code, Electrical Code, Mechanical Code, Plumbing Code, Energy Code, Fire Code, and the Green Building Standards Code, become mandatory throughout the State of California on January 1, 2026. Lancaster has amended these codes and adopted them as the Lancaster Codes for Buildings and Construction." Same pattern as Glendale's Building and Safety Code - a local name wrapping the state set plus local amendments.
- THE ADOPTION NOTICE IS KEYED TO SUBMITTAL: "*NOTICE: Effective January 1, 2026, the City of Lancaster will adopt the 2025 California Building Code. All new plan submittals must be designed per the 2025 Codes."

Tips & gotchas
- THE NOTIFICATION AND THE OBLIGATION ARE DELIBERATELY NOT ALIGNED, AND THE CITY SAYS SO IN THE SAME BREATH: the 7:30 a.m. email tells you your two-hour window, and "The first inspection will begin at 8:00 a.m., so contractors/applicants should plan to be ready at that time even if they have not yet received their email." Thirty minutes of notice, and no entitlement to it. This is the clearest published example in this corpus of a city telling you not to rely on its own notification.
- TEXTING YOUR INSPECTOR IS A SANCTIONED CHANNEL: "You will still have the ability to text your inspector to maintain open communication and coordinate as needed." Nothing else in this corpus publishes SMS to a named individual as a route - Concord gives two one-hour phone windows, Chula Vista is voicemail only, Torrance is an automated keypad system. Lancaster's is the most direct.
- THE INSPECTION SYSTEM CHANGED ON 1 DECEMBER 2025 and the old shape is still what older guidance describes: two-hour windows replaced an AM/PM format. Any instruction that tells you to request an AM or PM slot predates the change.
- PHOTOGRAPHS AND VIDEOS ARE EXPLICITLY REFUSED - "not accepted for inspection purposes" - which runs against the direction several cities in this corpus have taken toward virtual inspections. Combined with the requirement that work "remain accessible and exposed... until it has been approved", there is no remote path and no covering up early.
- A 65% WASTE DIVERSION MINIMUM IS ENFORCED AT PERMIT FINAL, NOT AS A SEPARATE PROGRAMME: "Receipts will be required as a condition of permit final." The percentage, the two CALGreen sections (4.408 and 5.408) and a dedicated mailbox are all published. Receipts collected late, or not at all, leave the permit open.
- FEES CHANGED ON 1 OCTOBER 2025 AND THE TRIGGER IS THE SUBMISSION DATE: "Projects submitted on or after this date will be subject to the new fee amounts." An estimate prepared before that date for a project filed after it is wrong, and the boundary is a Wednesday in the middle of a week rather than a fiscal year.
- THE CITY NAMES ITS COMBINED CODE, WHICH MAKES IT CITABLE: "Lancaster has amended these codes and adopted them as the Lancaster Codes for Buildings and Construction", with the amendments published as their own document. That puts Lancaster with Glendale, Concord, Pasadena, Fremont and Sunnyvale as the California records here that can point at where their local changes live.
- INSTANT SOLAR PERMITS RUN ON SYMBIUM, NOT SOLARAPP+. Lancaster's automated route uses Symbium, which "instantly checks for compliance with State and local regulations and provides substantive analysis of why (or why not) the project meets code requirements". Oceanside, Pomona and Santa Clara in this corpus use SolarAPP+ instead. Instructions written for one platform will not match the other.
- THE AB 2234 PAGE PUBLISHES SAMPLE DOCUMENTS, WHICH ALMOST NOTHING ELSE HERE DOES. For a detached ADU, a garage conversion, a single-family dwelling and a duplex, the city publishes the application, a fee estimate AND a sample issued permit. Being able to see the document you will eventually receive, before you apply, is a rare kind of transparency.
- BUT THAT PAGE PUBLISHES NO TIMELINES, WHICH IS WORTH KNOWING GIVEN WHAT AB 2234 IS ABOUT. The statute governs post-entitlement permit processing for residential development, and the page carries its definition, a checklist and the sample documents - but a search of it found no day figures of any kind. This record draws NO conclusion about compliance: the timelines may sit in the linked Agency Referrals and Requirements checklist, which was not opened. What is recorded is only that no turnaround appeared on the pages read.
