Building Permit in Lancaster, California
Lancaster's Building and Safety division runs three things worth knowing separately: an instant automated permit route for solar and batteries, an Assembly Bill 2234 transparency page carrying sample documents for common residential projects, and an inspection system that moved to two-hour windows in December 2025.

When you need this permit
- PERMITS ARE ISSUED AGAINST THE LANCASTER CODES: "Building permits are issued based on the current edition of the California Building Codes and local City amendments, encompassing building, electrical, mechanical, plumbing, sewer work, state energy requirements, and state accessibility laws."
- WORK MUST STAY VISIBLE UNTIL IT PASSES: "The work shall remain accessible and exposed for inspection purposes until it has been approved." Covering work before its inspection is approved undoes it.
- APPROVED PLANS LIVE ON SITE: the city requires that "Approved building plans must remain at the site" and be made available.
- CONSTRUCTION WASTE IS A CONDITION OF CLOSING THE PERMIT, NOT A SEPARATE PROGRAMME: "A minimum of 65% of nonhazardous construction and demolition waste shall be recycled and/or salvaged in accordance with Sections 4.408 and 5.408 of the California Green Building Standards Code. Receipts will be required as a condition of permit final. Send receipts to: wastediversion@cityoflancasterca.gov"

Inspection process
- 1
Two-hour windows since December 2025, replacing AM/PM
"*NOTICE: Beginning December 1, 2025, our inspection schedule will transition to a two-hour time window system instead of the current AM/PM format. Each morning at 7:30 a.m., the permit contact will receive an email confirming their assigned two-hour inspection window for that day." The city says the intent is "to improve efficiency, reduce wait times, and provide clearer daily scheduling information".
- 2
BE READY AT 8:00 EVEN IF THE EMAIL HAS NOT ARRIVED
"The first inspection will begin at 8:00 a.m., so contractors/applicants should plan to be ready at that time even if they have not yet received their email." The notification goes out at 7:30 and the obligation starts at 8:00, so a late email does not move the duty - the two are deliberately not aligned and the city says so.
- 3
You can text your inspector
"You will still have the ability to text your inspector to maintain open communication and coordinate as needed." SMS as a published, sanctioned channel to a named individual is unique in this corpus - elsewhere the routes are a portal, a phone line or an automated system.
- 4
Book by 2:00 pm the day before
"the deadline to schedule an inspection will be 2:00 pm the day before the requested date."
- 5
PHOTOGRAPHS AND VIDEOS ARE NOT ACCEPTED
"Photographs and videos are not accepted for inspection purposes." An explicit refusal of remote evidence, which is the opposite of the virtual-inspection routes some cities in this corpus publish. Combined with "The work shall remain accessible and exposed for inspection purposes until it has been approved", the inspection is unavoidably physical.

Tips
- BE ON SITE AND READY AT 8:00 a.m. - the window email arrives at 7:30 but the duty does not wait for it.
- KEEP YOUR WASTE RECEIPTS - 65% diversion is a condition of permit final, sent to wastediversion@cityoflancasterca.gov.
- NO PHOTOS OR VIDEO IN PLACE OF AN INSPECTION, and do not cover work before it is approved.
