Requirements
- EVERYTHING IS DIGITAL: "All applications (including plans, technical documents and forms) must be submitted in a digital format."
- WHO MAY HOLD A PERMIT: "Permits can be issued to a legal property owner or to a licensed contractor." And the responsibility does not transfer with the paperwork: "Although a contractor will often secure permits, it is the responsibility of the homeowner to make sure all necessary permits are obtained."
- EVERY APPLICATION STARTS AS A PREAPPLICATION: "All applications initially come in as a Preapplication", numbered BD-PREAPP##-####. The city's stated target is fast - "We make every effort to take action on preapplication records within one business day of the last action" - and it publishes a worked four-day example.
- AN UNSUBMITTED APPLICATION IS INVISIBLE AND PERISHABLE: "City staff are unable to see your application until you actually submit the application", and "Temporary applications EXPIRE after 30 calendar days." Unsubmitted records carry a ##TMP-###### number.

- ASBESTOS PAPERWORK IS UNIVERSAL: the Asbestos NESHAPS Declaration of Notification Compliance "is required on all projects that involve renovation, demolition, or remodeling of a building."
- AIR QUALITY FORMS SPLIT BY OCCUPANCY and route to Placer County: a residential Air Quality Certificate of Compliance acknowledging "Placer County Air Quality restrictions regarding wood burning appliances", and a commercial Supplemental Questionnaire where "Any 'Yes' marked on this form will trigger notification to Placer County Air Pollution Control District."
- NON-LICENSED PLAN PREPARATION IS ALLOWED FOR A NAMED LIST only - wood-frame single family dwellings up to two stories and basement, multiple dwellings of not more than four units on the same terms, appurtenant garages, and on the commercial side non-structural walls, minor MEP alterations, non-structural store fronts and proprietary suspended ceilings.
