Tips & gotchas

• THIS IS THE FIRST CALIFORNIA RECORD IN THE CORPUS THAT CAN QUOTE THE EXPRESS FINDINGS THE STATUTE REQUIRES. Health & Safety Code 17958.5 and 17958.7 let a California city amend the state code only on express findings that local climatic, topographical or geological conditions make the change necessary - and every other California record here has had to say the finding text was not published or not read. Roseville publishes all three in RMC 16.04.310(A), with figures: 18 inches of average yearly rainfall, summer temperatures of 70 to 112 degrees, arid humidity, and "thousands of acres of grasslands which, during the summer months are dried to the point at which they are exceedingly combustible". If you have ever wondered what a valid 17958.5 finding actually looks like, this is one.
• AND THE AMENDMENTS ARE REAL, NOT DECORATIVE. Two bite. RMC 16.04.410 rewrites California Electrical Code 230-71 "in its entirety" to permit "not more than one switch or one circuit breaker" as the service disconnecting means, with a carve-out only for apartment complexes of four units or fewer. RMC 16.04.870 requires that one of the two drowning-prevention features H&SC 115922 demands must be an isolating enclosure. Neither is in the state code a designer would arrive with.
• THE STATEWIDE RESIDENTIAL AMENDMENT FREEZE AND THIS CITY'S ORDINANCE DATES SIT CLOSE TOGETHER, AND THE HISTORIES ARE THE THING TO READ. H&SC 17958(b) bars a city from MAKING residential changes from October 1, 2025; Roseville's adopting ordinances are Ord. 6990 of 9/17/2025 and Ord. 6997 of 10/1/2025. The published section histories show the substantive amendments as re-adoptions with long lineages - the disconnect rule back to Ord. 3701 of 2001, the pool provisions to Ord. 2180 of 1989. This record states the dates and the lineage and does not rule on how the statute applies; anyone relying on the point should read the ordinances themselves.
• A THIRD KIND OF SCAM DEFENCE APPEARS HERE, AND IT IS THE WEAKEST OF THE THREE. Every other city in this corpus defends by CHANNEL - never wire transfer, and in Visalia's case never a digital payment app - and Gem County alone defends by PROCESS. Roseville defends by SENDER DOMAIN: "Official City of Roseville emails will come from an @roseville.ca.us or @roseville.ca.gov address." That is a genuinely useful tell for a careless forgery, but a display name or a lookalike domain defeats it, and it teaches the reader to trust a header. The city does pair it with the durable instruction - "contact the City directly to verify it before paying" - which is the half that keeps working.
• TWO CITIES IN THIS BATCH GAVE OPPOSITE ANSWERS ABOUT NOTES TO THE INSPECTOR, AND BOTH MEANT IT. Victorville advertises "the ability to leave a note for the inspector" as a feature of booking. Roseville says the opposite in the same breath as offering the field: "Due to the high volume of inspections we are receiving, any notes entered in the 'Optional Comments or Instructions' section will not be guaranteed, including requests for inspectors to make phone calls from the field." Roseville's substitute is better than either - it publishes the inspector's own cell number.
• THE INSPECTOR'S NAME AND MOBILE NUMBER ARE PUBLISHED EVERY MORNING FROM 7:30 A.M. on Today's Building Inspections. Roseville is the fourth city in this corpus with a public daily inspection list, after Pomona, Orange and Victorville, and the only one that turns it into a direct line to the person attending. Gate codes, questions and arrival times all go through that number rather than through the office.
• YOUR INSPECTOR DOES NOT CARRY A LADDER: "Our inspectors do not have ladders. Please have a ladder on-site at time of inspection, if needed to access work performed at an elevated level." A failed inspection for want of a ladder costs a rescheduled day, and almost no city writes this down.
• AN APPLICATION YOU HAVE NOT SUBMITTED IS INVISIBLE AND HAS A CLOCK ON IT. "City staff are unable to see your application until you actually submit the application", and "Temporary applications EXPIRE after 30 calendar days." The tell is the record number: ##TMP-###### means nobody at the city has seen it.
• FILE NAMING IS A PROCESSING REQUIREMENT HERE, NOT TIDINESS. Special characters "are not recognized by the plan check database system and cannot be read", and plan bookmarks must be "ONLY the sheet number" - the city lists A0.01-Site Plan and P1.0-Plumbing Schematic 143 as incorrect. Both failures delay acceptance before review even begins.
• THE COUNTER AND THE PHONE KEEP DIFFERENT HOURS, and the city labels them separately. Permit Center and Appointment Hours are 8:00 am to noon and 1:00 pm to 4:00 pm; Phone Hours are 7:30 am to noon and 1:00 pm to 4:30 pm. The phone gives you an extra half hour at each end, and both close for an hour at lunch.
• FIVE PLAN REVIEW TRACKS, AND ONE OF THEM IS A REGIONAL PROGRAM. Standard, expedited for tenant improvements, third party, Simple Tenant Improvement with a stated 24 hour target, and the Prequalified Architectural Submittal System, which Roseville describes as "designed to streamline tenant improvement permitting throughout the Sacramento region" for registered users. A submittal standard shared across a region is rare in this corpus, and it means the preparation work can be reused at neighbouring counters.
• REFUNDS ARE CAPPED AT 75% AND ONLY IF NOTHING WAS BUILT - in writing to BuildingDivision@roseville.ca.gov. A quarter of the fee is not recoverable even where the city grants the request.
• FEES ARE SET BY RESOLUTION, NOT BY ORDINANCE. RMC 16.04.120 defers to fees "established by resolution adopted by the city council, as amended from time to time", so reading the municipal code will never tell you the current number - and a 1.31% CCI increase took effect on 7/1/2026.
• AIR QUALITY PAPERWORK ROUTES OUT OF THE CITY. Residential applicants acknowledge "Placer County Air Quality restrictions regarding wood burning appliances"; on the commercial questionnaire "Any 'Yes' marked on this form will trigger notification to Placer County Air Pollution Control District." The city is the counter, but the consequence lands at the county.
