When you need this permit
- EVERYTHING IS DIGITAL: "All applications (including plans, technical documents and forms) must be submitted in a digital format."
- WHO MAY HOLD A PERMIT: "Permits can be issued to a legal property owner or to a licensed contractor." And the responsibility does not transfer with the paperwork: "Although a contractor will often secure permits, it is the responsibility of the homeowner to make sure all necessary permits are obtained." - EVERY APPLICATION STARTS AS A PREAPPLICATION: "All applications initially come in as a Preapplication", numbered BD-PREAPP##-####. The city's stated target is fast - "We make every effort to take action on preapplication records within one business day of the last action" - and it publishes a worked four-day example.
- AN UNSUBMITTED APPLICATION IS INVISIBLE AND PERISHABLE: "City staff are unable to see your application until you actually submit the application", and "Temporary applications EXPIRE after 30 calendar days." Unsubmitted records carry a ##TMP-###### number.
- OVER-THE-COUNTER TYPES ARE A CLOSED LIST for one- or two-family dwellings and townhouses: water heater replacement; sewer line replacement including trenchless; HVAC and duct equipment changeout; electrical service main panel replacement or upgrade; and reroof including tear off and overlay.
- TWO OTC TYPES CARRY AN EXTRA DOCUMENT: a panel replacement needs "Written approval from Roseville Electric" uploaded to the application, and a reroof needs "a completed/signed CF1R (energy compliance) form valid for the current code cycle."
- ASBESTOS PAPERWORK IS UNIVERSAL: the Asbestos NESHAPS Declaration of Notification Compliance "is required on all projects that involve renovation, demolition, or remodeling of a building."
- AIR QUALITY FORMS SPLIT BY OCCUPANCY and route to Placer County: a residential Air Quality Certificate of Compliance acknowledging "Placer County Air Quality restrictions regarding wood burning appliances", and a commercial Supplemental Questionnaire where "Any 'Yes' marked on this form will trigger notification to Placer County Air Pollution Control District."
- NON-LICENSED PLAN PREPARATION IS ALLOWED FOR A NAMED LIST only - wood-frame single family dwellings up to two stories and basement, multiple dwellings of not more than four units on the same terms, appurtenant garages, and on the commercial side non-structural walls, minor MEP alterations, non-structural store fronts and proprietary suspended ceilings.

"Inspections can be scheduled online through our Roseville Inspection Scheduler. You do not need to register for an account, nor login." Requests can be made "anytime of the day up until 11:30 p.m. for the following business day", and "Inspections cannot be scheduled more than 15 days in advance."

Three exceptions to that cut-off
"Water, Sewer, and Water Efficiency Landscape Ordinance Pre-Final inspection requests must be made by 2:00 p.m. for the following business day." Fire Department requests are "acknowledged and scheduled for your review in our OPS Portal by 9:00 am the following business day", and "Fire inspections will be performed within 2-business days of your request."

Performed Monday to Friday, 8:00 a.m. to 3:00 p.m.
"Inspections are performed Monday - Friday (except holidays), 8:00 a.m. to 3:00 p.m. Special arrangements can be made ahead of time for an inspection as early as 7:00 a.m." The city also warns that "Due to scheduling conflicts, all scheduled start times are estimated time frames only."

Your inspector's name and cell number are published on the morning
"You can find out the name and cell phone number of your assigned inspector anytime after 7:30 a.m. the morning of your scheduled inspection, by checking Today's Building Inspections." The city expects direct contact: "You may ask your inspector any questions, provide any special information (e.g. subdivision gate codes), or request an approximate time of arrival."

What must be on site, and who
Stamped approved construction documents must be "in a printed format, clear and legible, and on the jobsite at time of inspection" - "Color prints are strongly preferred, but black/white prints are sufficient" - as must the issued Inspection Card. For interior access "A person aged 18 years or older must be present." A backyard-only inspection may proceed with nobody there "provided that a note written/signed by the property owner, or their representative, is posted on the front door."

Bring your own ladder
"Our inspectors do not have ladders. Please have a ladder on-site at time of inspection, if needed to access work performed at an elevated level."

Cancelling, and the point after which online stops working
"You can cancel or reschedule your inspection online anytime of the day up until 11:30 p.m. the day prior to the scheduled inspection. Any request to cancel or reschedule your inspection on the day of the scheduled inspection must be handled directly with the assigned inspector."

Results by email, and the certificate arrives with them
Results including any corrections are emailed to the permit holder of record, the requestor and any stated results contact. On an approved commercial Building Final "this email notification will include a link to the signed Certificate of Occupancy, if applicable", and a copy "will automatically be attached to the permit record".
