Those are the seismic design category, the rainfall intensity for drainage design and the California energy climate zone.Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." Building Permit

Sunnyvale runs a One-Stop Permit Center on the second floor of City Hall where "Services are provided by Building, Fire, Planning and Public Works Engineering" - but each of those disciplines keeps its own counter hours. Everything transacts through an E-OneStop online system, and a separate city ordinance can hold up the certificate of occupancy over unpaid wage judgments.

Requirements

  • EVERYTHING RUNS THROUGH ONE ONLINE SYSTEM: "All services are online through the E-OneStop Online Services permitting system. You will use the system to apply for permits, search permits and plan history, upload documents, receive and respond to our comments, schedule inspections, make payments and more."
  • THE CITY ASKS YOU TO CALL BEFORE A FIRST PROJECT: "Each project has different requirements. If this is your first time, give us a call to find out about your project's needs. We will explain the process you must follow, what documents you'll need and whether your project will require plan review."
  • THE RESPONSIBLE CONSTRUCTION ORDINANCE APPLIES TO LARGER PROJECTS AND IS A CONDITION OF ISSUANCE. Projects in scope "Are larger than 15,000 square feet AND Have a project valuation of $100,000 or more." Subcontractors are caught too where their contract exceeds "$100,000 OR 1% of the Responsible Project construction valuation."
  • FOR THOSE PROJECTS: "You must sign an Acknowledgement of Responsibility before we issue your construction permit", provide "a Pay Transparency Certification and Compliance form", and post three notices conspicuously - "Construction Worker's Right to Know" in English, Spanish and Simplified Chinese.
  • AND THE ENFORCEMENT POINT IS THE CERTIFICATE OF OCCUPANCY: forms must be submitted "before we issue the project's certificate of occupancy. We will withhold the certificate of occupancy for any unpaid judgments."

Fee scheduleNOT TRANSCRIBED for this record. The city publishes an "Applications, Fees and Forms" section which was not opened here, so no schedule, amount or fee basis is asserted.
A valuation threshold that is not a fee but behaves like one$100,000 project valuation, combined with 15,000 square feet.Crossing both thresholds brings a project inside the Responsible Construction Ordinance, which adds forms, postings and a certificate-of-occupancy condition. It is worth knowing where that line sits before valuing the work.
