Tips & gotchas

• THE COUNTER HAS FOUR DIFFERENT SETS OF HOURS AT ONCE, AND "OPEN" IS THE WRONG QUESTION. Sunnyvale publishes availability by discipline: Fire Protection Engineer and Transportation and Traffic weekdays 8am-noon; Plan Check Engineer weekdays 8:30am-noon; Housing Monday to Thursday 8am-noon with Fridays by appointment only; Planning, Engineering and Building weekdays 8am-noon and 1-5pm. A visitor arriving at 2pm for a fire protection question finds a Permit Center that is open and a desk that is not staffed. No other record in this corpus publishes hours at this resolution, and most cities that behave this way simply do not say so.
• THE PLAN CHECK ENGINEER'S HALF-HOUR LATE START IS THE EASIEST DETAIL TO MISS: 8:30am against everyone else's 8:00am, with the same noon finish. Thirty minutes at the front of a four-hour window is an eighth of the availability.
• A WAGE-THEFT ORDINANCE IS ENFORCED THROUGH THE PERMIT, AND NOTHING ELSE IN THIS CORPUS DOES THIS. The Responsible Construction Ordinance, effective July 1, 2022, requires a signed Acknowledgement of Responsibility BEFORE the construction permit issues and a Pay Transparency Certification and Compliance form BEFORE the certificate of occupancy - and the city states plainly: "We will withhold the certificate of occupancy for any unpaid judgments." The certificate of occupancy is the leverage point, which means the exposure lands at the end of the project rather than the start.
• THE ORDINANCE'S THRESHOLD IS A CONJUNCTION, NOT A CHOICE: projects "Are larger than 15,000 square feet AND Have a project valuation of $100,000 or more." Both conditions, so a small high-value project is out and a large low-value one is out. Subcontractors come in separately at "$100,000 OR 1% of the Responsible Project construction valuation" - and that one IS a disjunction, so on a large job the 1% test can catch a subcontract well under $100,000.
• THE WORKER NOTICES MUST BE POSTED IN THREE LANGUAGES: "Construction Worker's Right to Know" in English, Spanish and Simplified Chinese, all three "in a conspicuous location".
• OVER-THE-COUNTER PLAN CHECK EXISTS BUT IS NOT A WALK-IN. It is morning-only and by appointment, and the appointment request comes last: create the account, generate a building permit whose project description is literally "OTC", submit the plans, and only then email pcappointment@sunnyvale.ca.gov with the permit number, project type, square footage, address, applicant name and phone, and attendee name and phone. Turning up hoping for an over-the-counter check will not work.
• THE CITY PUBLISHES ENGINEERING DESIGN DATA ON ITS CODES PAGE, which is rare and genuinely useful: "SDC: D; Rainfall: 2" per hour; Climate Zone: 4". Seismic design category D, a two-inch-per-hour rainfall intensity for drainage, and California energy climate zone 4 - three numbers a designer would otherwise have to derive or ask for. The city adds "Check with the City for more specific information", so treat them as the starting point rather than the determination.
• FIRE AMENDMENTS ARE LOCATABLE BY SECTION: "Sunnyvale Amendments to the California Fire Code (SMC 16.52)". Most California records in this corpus cannot name where their local amendments live; Sunnyvale, Concord (Municipal Code Title 15), Pasadena (Title 14 sections 14.03 and 14.04) and Glendale (numbered ordinances) can.
• COMPUTER KIOSKS ARE PROVIDED AT THE COUNTER for people who need them to set up or reach their online account - an accessibility provision worth knowing about in a city that has moved every service online, and one that almost no other record here mentions.
• PARKING IS TIME-LIMITED IN THE OBVIOUS PLACE: the underground garage at City Hall offers "One- and two-hour parking spots" for visitors, entrance on Olive Avenue east of All America Way, with additional lots near the Library and on All America Way. A long appointment and a one-hour bay is a bad combination.
• THE PERMIT CENTER IS ON THE SECOND FLOOR AND THE ENTRANCE IS SPECIFIC: "City Hall is located at 456 W. Olive Ave. Access is on the north entrance of the building."
