Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Tips & gotchas
- THIS RECORD IS MOUNTAIN VIEW, CALIFORNIA. The corpus also holds Mountain View, Colorado - a small town in Jefferson County - which keeps the bare slug; this one is filed as mountain-view-ca. It is the third such pair in this batch after clovis / clovis-ca and carlsbad / carlsbad-ca. Check the state before quoting a figure from either.
- THE TIMELINE TABLE QUOTES A RESUBMITTAL FIGURE BESIDE EVERY INITIAL ONE, which is what makes it usable rather than merely detailed. - THE PUBLISHED FIGURES START LATER THAN THE APPLICANT'S CLOCK DOES, AND THE CITY SAYS SO TWICE. The timelines run "after an application has been deemed complete", and separately: "initial fee payment... may take multiple business days to process and confirm receipt. Payment must be confirmed before staff can begin review of your permit." Two undated periods - completeness review and payment confirmation - sit in front of every number in the table. The city states both preconditions in its own words rather than leaving the reader to discover that the published figure starts later than their own clock does.
- THE CODE CHANGE IS TIED TO THE SUBMITTAL DATE: "all applications submitted for Building and Fire permits" on or after 1 January 2026 must comply with the 2025 codes. A design finished under the 2022 cycle and lodged in 2026 is reviewed against 2025. Murrieta words its rule the same way - a project that stalls across a code cycle boundary changes code by being late.
- BUILDING AND FIRE INSPECTIONS ARE BOOKED THROUGH DIFFERENT CHANNELS from the same permit: building online in ePermitsMV, "Fire Protection inspections... by calling 650-903-6313 (Extension 0)." On a project needing both, half the inspections are in the portal and half are not, and only the Permit Center page says so.
- THERE IS A REAL SAME-DAY PERMIT WITH A STATED BOUNDARY: "minor projects at single-family homes/duplexes. No building plans required." The no-plans condition is the test, and it appears in the timeline table as "same day / same day" - the only row where the resubmittal figure is not a delay.
- THE CITY SURFACES TWO STATUTES ON THE PERMIT PAGE ITSELF: AB 3002 and SB 748, requiring a city issuing a commercial building permit or any business licence to make disability-access compliance information available - CASp inspections via the Division of the State Architect, the California Commission on Disability Access, and the ADA, with a separate Mandatory ADA Disclosure for all properties. A commercial applicant is handed an obligation-adjacent notice at the point of permitting rather than being left to find it.
- PERMIT CONTENT LIVES ON ITS OWN DOMAIN - developmentpermits.mountainview.gov - and the main city site redirects into it. Links, bookmarks and search results may land on either, and the permit site has its own navigation that does not match the city's.
- A GREEN BUILDING AND REACH CODES SECTION EXISTS AND THIS RECORD DID NOT OPEN IT. San Mateo, twenty miles north, has reach codes adopted but pending Building Standards Commission and California Energy Commission approval - a status that changes what a designer must do. Mountain View's equivalent is published but unread here, so treat its existence as a prompt to check rather than as a known requirement.
- EV CHARGING AND SOLAR ARE QUOTED IN BUSINESS DAYS WHILE EVERYTHING ELSE IS IN WEEKS, a few lines apart in the same table. Three business days is not comparable with three weeks, and the table does not flag the change of unit.
