Tips & gotchas

• THE FAST TRACK IS NON-REFUNDABLE AND THE CITY SAYS SO BEFORE YOU PICK IT: Simple Permits give approval "within 1-2 business days", and "these are not eligible for refunds." That is a genuine trade rather than a pure benefit, and it is the only place in this corpus where speed is explicitly bought with recoverability. If you are unsure which track fits, the city's own advice is to take the slower one: "If you're not sure which type to use, go with this option or, contact our Permit Center."
• THE THRESHOLDS COME WITH A MEASUREMENT BASIS, WHICH IS RARER AND MORE USEFUL THAN THE NUMBERS THEMSELVES: "retaining walls more than 4 feet in height measured from the bottom of the footing to the top of the wall." Most cities in this corpus publish a four-foot rule without saying where the four feet start. A wall measured from grade and a wall measured from the footing can fall on opposite sides of the same limit.
• A SHED UNDER THE SIZE LIMIT IS NOT AUTOMATICALLY EXEMPT: "Regardless of shed size, any new electrical circuits, outlets, receptacles, etc., will require a building permit for electrical work." The size threshold governs the structure, not the wiring inside it.
• ONE DISCIPLINE DISAPPEARS FOR TWO HOURS A WEEK AND THE CITY PRINTS IT: "Note: Planning is unavailable on Thursdays from 9:30 - 11:30 a.m. due to a staff meeting." This is a genuine published staff-meeting closure - worth saying plainly, because two supposed staff-meeting closures encountered while building this corpus (Santa Clarita, Escondido) appeared only in search summaries and were absent from the cities' own pages. Ontario's is real and printed, and so is this one. The lesson is not that such closures are fictional but that only the city's own page settles it.
• THE CODE LIST IS NOT ALL ONE VINTAGE. Alongside the 2025 California codes the city lists the "2024 International Property Maintenance Code" and the "1997 Uniform Code for the Abatement of Dangerous Buildings". A twenty-nine-year-old model code sitting in a current adoption list is easy to read past, and it governs a real category of enforcement.
• SANTA CLARA IS ONE OF ONLY TWO CITIES IN THIS CORPUS WITH ITS OWN REACH CODE, the other being Glendale. It is published as its own section of the Building Division site and was not opened for this record, so nothing about its content is asserted - but a reader assuming Santa Clara's energy requirements equal the state minimum should check it.
• WHICH CODE GOVERNS IS FIXED BY THE RECEIPT DATE OF THE APPLICATION: "adopted and amended codes for permit applications received on or after January 1, 2026". The same shape as Glendale, which keys its cycles to submission date - and in both cities a project filed either side of a new year is on a different code.
• TRANSACTION FEES NOW REACH BANK TRANSFERS, NOT JUST CARDS: "Effective July 1, 2026, all credit/debit card and e-check (bank account/ACH) payments for Building, Planning, Public Works, and Fire are subject to transaction fees." Elsewhere in this corpus the surcharge is card-only - Huntington Beach's 3% is on credit and debit. Paying by e-check to avoid a card fee does not work here, and the charge spans four departments.
• A FIFTH CALIFORNIA CITY PUBLISHES A PERMIT-FEE PHISHING ALERT, AND THIS ONE IS THE BROADEST: "the City of Santa Clara will never ask you to provide payment information via email, text, phone, direct transfer, or third-party links." Huntington Beach, Chula Vista, Glendale and Fremont each warn about their own channel; Santa Clara rules out five at once and is the first to include the TELEPHONE. A reader who has internalised "the city will never email me about payment" should note that this city says it will never ring either.
• AN EXPEDITED PLAN REVIEW OUTAGE IS PUBLISHED WITH DATES: "The expedited plan review service will be temporarily unavailable between Monday, Sept. 28 through Thursday, Oct. 1, 2026", with questions to the Building Division on 408-615-2440. Read on 2026-09-19 that outage was still ahead; anyone planning to pay for expedited review in that window should plan around it.
• THE PAGE STAMPS ITSELF, WHICH ALMOST NOTHING ELSE HERE DOES: the Permit Center page carries "Last Updated: 09-18-2026". A source that publishes its own revision date lets a reader judge staleness without guessing, and it is worth preferring such a page when two city pages disagree.
• WALK-INS ARE ACCEPTED BUT DISCOURAGED: "Homeowners, contractors, developers, business owners and other members of Santa Clara's diverse community are welcome to walk in or make an appointment", and separately, "It is strongly recommended that you schedule an appointment for in-person services as walk-in services might be limited and can increase wait times." Both virtual and in-person appointments are offered for over-the-counter services.
