Planning, Engineering and Building are at the counter "Weekdays 8 a.m. to noon, 1 to 5 p.m." But the Fire Protection Engineer and Transportation and Traffic are there "Weekdays 8 a.m. to noon", the Plan Check Engineer "Weekdays 8:30 a.m. to noon", and Housing "Monday to Thursday 8 a.m. to noon, Fridays by appointment only". Check which one you need before travelling after lunch.

In the morning, by appointment, and only after some preparation: "We accept over-the-counter plan check appointments in the morning." First create your online account, "Generate a new Building Permit with the project description: OTC", submit your plans, then email pcappointment@sunnyvale.ca.gov with the permit number, project type, square footage and address, the applicant's name and phone number, and the attendee's name and phone number.

It is a wage-theft measure in force since July 1, 2022. It catches projects "larger than 15,000 square feet AND" with "a project valuation of $100,000 or more", and subcontractors whose contract exceeds $100,000 or 1% of the project valuation. Those projects must sign an Acknowledgement of Responsibility before the permit issues, file a Pay Transparency Certification and Compliance form, and post worker notices in English, Spanish and Simplified Chinese. The city "will withhold the certificate of occupancy for any unpaid judgments."

The Permit Center provides them: "Kiosks: We have computer kiosks available for you to set up or access your online account. If needed, ask for help at the Permit Center counter."
