Codes adopted

2025 California Building Standards Code (Cal. Code Regs., Title 24) - published July 1, 2025 by the California Building Standards Commission, effective January 1, 2026. Health & Safety Code 18938(b): building standards adopted into the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication."THE CITY'S OWN ADOPTING ORDINANCE WAS NOT READ FOR THIS RECORD, so no Vallejo ordinance number or local effective date is asserted here. The city publishes a Vallejo Municipal Code, which was not opened. The Master Fee Schedule does carry state code machinery as attachments - a state SMIP fee code section, and a state building permit surcharge guide for SB 1473 fees - which are collected with the permit rather than being local code amendments.

Vallejo runs a Central Permit Center on the second floor of City Hall at 555 Santa Clara Street, describing it as a "one-stop shop" covering building, utility, special event, special use, signs, trees and landscaping, and temporary permits. Applications go through an eTRAKiT portal - and, unusually for 2026, the city also publishes a fax route for immediate issuance.

Requirements

  • THE TRIGGER IS BROAD AND THE CITY STATES IT AS ONE SENTENCE: "Whenever a building or structure is constructed, enlarged, altered, repaired, moved or demolished a building permit is required; the project must also comply with the City's commercial zoning regulations."
  • THREE ROUTES TO GET WHAT YOU NEED, in the city's own words: "You can get the information needed to submit a permit application during office hours in one of three ways" - visit in person, "Call the Building Division on (707) 648-4374", or "Print building permit application at this site and fax in to (707) 552-0163 for immediate issuance".
  • PLANNING SUBMISSIONS ARE NOT SELF-SERVICE: "You may submit application and files to Planning by clicking on the appropriate button above. A Planning staff member will contact you to let you know what fees are required prior to application processing." The fee is quoted to you before processing starts, rather than calculated by you at submission.

The Master Fee Schedule carries as Attachment 4 a "Building Permit - International Code Council Valuation Table". The schedule marks each fee with its own basis code, and the building-related codes include a valuation-derived flat amount, a valuation-derived hourly rate, plain flat and hourly rates, and a flat-plus-per-kilowatt form used for solar.

Whose valuation governsThe greater of the value declared by the developer, or the ICC Building Valuation Data figure. The schedule states this against valuation-priced items, and does so repeatedly - the phrase appears nine times across the document. So a declared figure operates as a floor, not as the number: declaring low does not by itself lower the fee.
State surcharges collected with the permitNot itemised in this record. The Master Fee Schedule includes a state SMIP fee code section and a state building permit surcharge fees guide covering SB 1473 fees as separate attachments. Amounts were not transcribed for this record.
Which adopting instrument the amounts come fromResolution No. 26-127 N.C. is the most recent fee resolution listed. The consolidated schedule lists a chain of adopting instruments - Resolution No. 19-047 N.C., Resolution 24-154 N.C. and Resolution No. 26-127 N.C. - together with two underlying user fee studies. A figure quoted from an older resolution is stale by at least one revision.
