Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Health & Safety Code 18938(b): building standards adopted into the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication."

Tips & gotchas
- AN ALTERNATING FRIDAY WITH NO PUBLISHED ANCHOR IS THE WORST SHAPE OF SCHEDULE TO PLAN AGAINST. The city publishes "Monday-Thursday and every other Friday" and nowhere on the page read states which Friday, gives a starting week, or links a calendar. Every other closure in this corpus can be resolved from the page - Fontana is every Friday, Palmdale is Fridays plus a fixed midday block, Hayward's Friday is virtual-only. Vallejo's is the only one that cannot be computed from what the city publishes.
- PASADENA PUBLISHES THE SAME SENTENCE AND ALSO PUBLISHES THE ANSWER, WHICH IS WHAT MAKES THIS A GAP RATHER THAN A STYLE. Pasadena states "Monday - Thursday & alternate Fridays" and then links a Permit Center Calendar "for upcoming closed dates (every other Friday & Holidays)", rendering a live list of open days. Vallejo states "Monday-Thursday and every other Friday" and stops. The difference between publishing a schedule and publishing a USABLE schedule is one calendar, and two California cities sit on either side of it.
- FOUR SEPARATE LIMITS STACK ON ONE COUNTER, and all four are on the same line of the page: the alternating Friday, the 8:30am-4:30pm day, a midday closure from 12pm to 1pm, and "Last check-in at 4:15pm". The practical window on a non-Friday is seven hours less a quarter of an hour at the end.
- THE HOURS CARRY A START DATE, WHICH IS RARE AND USEFUL: "Effective Monday, October 6, 2025". A schedule found in an older cached page or a search summary predating that date is describing a different arrangement, and the city has given you the means to tell.
- THE CITY PUBLISHES TWO DIFFERENT BUILDING PHONE NUMBERS ON TWO OF ITS OWN PAGES AND THIS RECORD DOES NOT PICK ONE. The Central Permit Center page gives "Phone (707) 648-4522" and lists Building against that same number; the Building and Zoning page says "Call the Building Division on (707) 648-4374". Both are recorded, unreconciled, because nothing on either page establishes which supersedes the other. Fontana needed the same treatment for two different closing times.
- A FAX ROUTE THAT THE CITY CALLS IMMEDIATE: "Print building permit application at this site and fax in to (707) 552-0163 for immediate issuance." This is the only fax-based issuance route in this corpus. Whether it is still honoured in practice is not something the page can tell you, but it is what the city currently publishes.
- THE EMAIL ADDRESSES ARE ON THE PAGE BUT NOT VISIBLE ON IT. Vallejo renders contacts through Cloudflare email protection, so a reader sees a placeholder and a naive scrape finds nothing. The four division addresses recorded here were decoded from the page's own markup. An absent mailto link on this site is not evidence that an address is unpublished.
- THE DECLARED VALUATION IS A FLOOR, NOT THE NUMBER. The Master Fee Schedule prices valuation-based items on the greater of the value declared by the developer or the ICC Building Valuation Data figure, and says so nine separate times. Concord, one county west, states the same thing in different words - its Building Official may apply ICC minimums and sets the final total valuation. Two independent cities, one rule.
- THE FEE SCHEDULE'S OWN BASIS CODES SHOW WHY A FLAT-LOOKING AMOUNT CAN BE A VALUATION FEE. Vallejo marks around sixty building-related fees with a code meaning valuation-derived-but-charged-as-a-flat-amount, and about ten as valuation-derived hourly. A reader - or a classifier - looking only at the printed dollar figure would call those flat fees. The city's own column says they are not.
- THE MASTER FEE SCHEDULE IS ONE CONSOLIDATED DOCUMENT OF ABOUT FIFTY MEGABYTES covering the whole city, with the building permit valuation table as an attachment rather than a standalone building fee page. Expect to go looking for it: there is no short building-fees page of the kind most cities in this corpus publish.
- NO INSPECTION INFORMATION IS PUBLISHED ON THE PERMIT PAGES AT ALL - no booking route, no stage list, no notice period, no cut-off. That is unusual enough to be worth stating plainly rather than leaving as a silent gap, and it is why this record's inspections entry says so rather than guessing from the portal.
