Requirements

THE PERMIT TRIGGER IS QUOTED FROM THE CODE: "Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system... shall first make application to the building official and obtain the required permit."
AND THE CITY ADDS PARKING LOTS TO IT: "permits are required for parking lot construction and any resurfacing or re-striping of a parking lot."
ONLINE IS THE APPLICATION ROUTE: "Online applications are submitted through the Citizen Portal", an Accela system where "You can pay fees, view comments, check status, and upload revisions all from the Citizen Portal."
BUT TWO PROJECT CLASSES ALSO NEED PAPER: "online submittals for Commercial Tenant Improvements and New Construction (Residential and Commercial) also require hard copy submittals of the plan set. You will need to provide three hard copies to the Building Division." Submitting online does not discharge the paper requirement for those types.
MINOR WORK IS MOSTLY IMMEDIATE: "A majority of minor permits are issued over the counter."
THE EXEMPTION LIST IS THE STATE'S WITH LOCAL EDITS - notably fences only to 6 feet, a setback warning on the 120 square foot shed exemption, and a pool-safety cross-reference to Municipal Code Section 7-11.03.
