Tips & gotchas

• RE-STRIPING A PARKING LOT NEEDS A BUILDING PERMIT, which almost nobody expects: "permits are required for parking lot construction and any resurfacing or re-striping of a parking lot." It is stated as an addition to the state's Section 105.2 list, so it is a genuinely local requirement, and repainting stalls is the kind of maintenance a property manager would never think to ask about.
• APPLYING ONLINE DOES NOT ESCAPE PAPER FOR THE TWO BIGGEST CLASSES OF WORK: "online submittals for Commercial Tenant Improvements and New Construction (Residential and Commercial) also require hard copy submittals of the plan set. You will need to provide three hard copies." This corpus now holds the full spread - Hemet and Oceanside abolished paper outright, Napa has no online route at all, Clovis wants four wet-signed sets, and Yuba City wants both at once for tenant improvements and new builds.
• THE CITY DOES THE BUSINESS-DAY ARITHMETIC FOR YOU, AND THAT IS RARER THAN IT SHOULD BE: "about three weeks (15 business days)". Both halves describe the same span, so there is nothing to convert and nothing to misread. Napa publishes 21 business days, which is about 29 calendar days, and Menifee publishes 14, which is about 20 - in both cases the raw number invites a comparison that is wrong by a week or more. A city that writes the equivalence down removes the whole class of error.
• THE FENCE EXEMPTION IS A FOOT LOWER THAN THE STATE'S. Yuba City exempts fences "not over 6 feet"; the California Building Code exemption runs to seven. Redding publishes the seven-foot exemption and then notes its zoning limits most fences to six - so a builder moving between the two cities meets the same number in two different places, doing two different jobs. Read the local list, not the state one.
• THE DIVISION PUBLISHES A FOUR-DAY WEEK: "Monday - Thursday: 8:00 AM - 5:00 PM", with Friday simply absent from the block rather than marked closed. Napa is explicit about being Monday to Thursday; Yuba City leaves Friday unstated, which is a weaker signal and worth a phone call rather than an assumption either way.
• NO INSPECTION PROCESS IS PUBLISHED ANYWHERE ON THE PAGES READ - no booking route, notice period, cut-off or window. That is unusual: every other city in this batch publishes at least a cut-off time. The Citizen Portal handles fees, comments, status and revisions, and may handle inspections too, but the pages do not say so and this record does not assume it.
• THE SHED EXEMPTION COMES WITH A BRACKETED WARNING: "(Please call for required set backs)". It is the clearest short statement in this batch of the general rule that being exempt from a permit is not being exempt from the rules - which the city also states outright at the head of its exemption list.
• ADU MATERIAL HERE IS UNUSUALLY DEEP for a city of this size: preapproved ADU plans, a dedicated ADU ordinance, an ADU guidance document, development standards, and a separate Second Unit & Urban Lot Split guidance document covering SB 9 territory. A homeowner considering an ADU has more to read here than in most larger cities in this corpus.
• NO CODE EDITION IS NAMED ANYWHERE ON THE PAGES READ. Yuba City quotes the California Building Code's permit trigger and cites Section 105.2 by number, but never says which edition it enforces - making it the fifth city in this California batch, after Redding, Citrus Heights, Hemet and Manteca, where the governing edition has to be sought elsewhere.
