Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

  • Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 edition was published 2025-07-01 and took effect 2026-01-01.

  • THE MORNING INSPECTION SLOT IS NAMED FOR A TIME IT DOES NOT START AT: "08:00 AM time frame is between 8:30 AM - 12 PM." Half an hour separates the label from the window, and the afternoon slot has no such gap. Anyone reading only the slot name will have someone standing on site thirty minutes early, every time.
  • THREE DISCIPLINES, THREE DIFFERENT THINGS TO DO AFTER YOU REQUEST. A Planning final needs a confirming call to 619-441-1742 straight away. A Fire inspection needs a call to 619-667-1355 only if nothing comes back within 48 hours. Engineering and Storm Water need nothing - they "will be scheduled or cleared within 1 to 2 business days." The portal request is identical in all three cases; the follow-up is not, and only this page says so.
  • THE OFFICE HOURS ARE BEHIND A PHONE MENU: the contact block lists "Option 1 Hours" on (619) 441-1726. Combined with "City of El Cajon Offices are closed on alternating Fridays" - with no calendar published - the two facts a visitor most needs are one phone call away and nowhere in text. Fairfield and Vacaville also close on alternating Fridays without publishing which; El Cajon is the third record in this batch to do so, and the only one that also hides the hours themselves.
  • THERE IS NO PUBLISHED FEE SCHEDULE AT ALL - the city offers a spoken estimate instead: "you may call the general information line of Building Safety and get an estimate of the fee for your particular project." Every other city in this batch publishes a schedule of some kind, however stale or hard to find. Here the number exists only in a conversation, which makes it impossible to check later and impossible to compare.
  • THE UTILITY SIGNS OFF THE METER LOCATION, NOT THE CITY: "New meters or meter upgrades will need documentation of approved location from SDG&E." That is a third-party approval that has to be obtained before the city will issue, and SDG&E's timescales are not the city's.
  • MOBILE HOME INTERIORS ARE NOT THE CITY'S TO PERMIT: "Changes to the interior of the mobile home are permitted through the State Department of Housing and Community Development." El Cajon permits the installation and the accessory structures, and the park manager's signature is required on both of those applications - so a single mobile home project can need the city, the state and the park manager.
  • A CITY BUSINESS LICENCE IS ON THE CONTRACTOR'S DOCUMENT LIST, alongside the state licence and workers' compensation. Richmond requires its licence at registration, Murrieta wants the number and expiry on the application, Citrus Heights gates issuance on it - and El Cajon simply lists it among the four things you bring. Four neighbouring approaches to the same document.
  • PLAN CHECK AND RECHECK ARE QUOTED SEPARATELY AND THAT IS THE USEFUL PART: three to four weeks for the first pass, one to two for a recheck. A project that needs two rechecks is therefore a two-month plan check even if nothing goes wrong, and the city gives you enough to work that out rather than a single headline figure.
