Monday to Thursday: 8:00 a.m. - 11:00 a.m. appointment and walk-in; 11:00 a.m. - 12:00 p.m. CLOSED; 12:00 p.m. - 5:00 p.m. appointment and walk-in. Friday: 8:00 a.m. - 12:00 p.m. appointment and walk-in. And the arrival rule is unusually wide: "Last appointments each day are scheduled 1-hour before the scheduled closing time." Chula Vista closes 11:00 a.m. to 12:00 p.m.; Concord closes 12:00 to 1:00; Palmdale closes 11:30 to 1:30; Vallejo closes 12:00 to 1:00. Arriving at 11:15 expecting the usual noon break is the failure case.

  • THIS IS THE SECOND CALIFORNIA CITY IN THIS CORPUS PUBLISHING A PERMIT PHISHING WARNING, which makes it a pattern rather than a curiosity. Chula Vista: "Scammers are sending fraudulent e-mails, texts, or messages that impersonate our organization requesting wiring money transfers for permitting. The City of Chula Vista Development Services Department does not request or accept wire transfers for payment." Huntington Beach publishes a longer version naming the fraudulent address and an FBI bulletin, and adds the detail that matters most: the scammers use publicly available project information to make the approach look legitimate. Two independent cities, same scam, same defence - the CHANNEL is what to verify, never the content of the message.
  • DEVELOPMENT IMPACT FEES RIDE ON TOP OF THE PERMIT FEE AND COME FROM A DIFFERENT TEAM: "Building permits are subject to Development Impact Fees, in addition to permit fees", routed to Facilities Financing at FF@chulavistaca.gov rather than to the permit mailbox. An estimate that covers only the permit fee is not an estimate of what you will pay - the same trap Concord flags when it says its own calculators "include Building Division fees only".
  • REVIEW TIME IS A FEE INPUT, NOT JUST A SCHEDULE RISK. Among the five factors the city lists is "How long it takes us to review your application and plans". That means the final fee is not fully determined when you submit, and a slow review costs money as well as time.
  • THE PUBLISHED FEE DOCUMENTS CARRY A SEPTEMBER 2011 EFFECTIVE DATE, IN THE CITY'S OWN WORDS: "these became effective on September, 2011." Eleven separate documents are listed under that sentence, including the Building Valuation Tables. This record reports the date as published rather than correcting or explaining it, but fifteen years is long enough that any figure drawn from those documents should be confirmed before it is relied on.
  • THE CITY RECOMMENDS A PRE-APPLICATION MEETING SPECIFICALLY TO GET THE FEES RIGHT, which is an unusually candid admission that the published documents will not get you there: "It is recommended that applicants meet for a pre-application to review the proposed project and a more accurate review and estimation of fees and determination of process."
