Codes adopted

Tips & gotchas

  • OAK TREES ON THE NEIGHBOUR'S LAND GO ON YOUR PLOT PLAN: "Location of any oak trees on the property or adjoining properties." It sits in an otherwise ordinary list of lot dimensions and setbacks, and it is the only item that requires you to survey land you do not own. A plot plan that omits a neighbouring oak is incomplete before anyone looks at the building.
  • THE PORTAL DELIBERATELY HIDES OTHER PEOPLE'S PERMITS: "you will not be able to research permits that do not involve your property or business." That is the exact opposite of Redding, where "you do not need to be listed as a contact on the permit record to request an inspection." Two cities, two defensible answers to the same privacy-versus-convenience question - and a contractor who expects Redding's behaviour here will find they cannot even see the record.
  • A HOLIDAY NOTICE THAT EXPIRED NINE MONTHS AGO IS STILL THE FIRST THING ON THE DIVISION'S PAGE: "no building inspections will be performed from December 24th to January 1st. Building inspections will resume January 2nd, 2026." Read on 2026-09-20 that window closed last winter. The notice is harmless in September and actively misleading in December, when a reader may take it for the current year's closure without checking the year. Treat a dated banner as evidence of when the page was last tended, not of what is true today.
  • THE PERMIT HAS THREE SEPARATE WAYS TO DIE, NOT ONE. Two years from issuance is only the outer limit: it also expires if work is "not commenced within one year from the date the permit is issued", or if work is "suspended or abandoned for a period of one year any time after the work is commenced." A project that starts promptly and then stalls for a winter and a summer is as dead as one that never started.
  • AND THE HALF-PRICE REPLACEMENT DOES NOT COVER THE OBVIOUS CASE. It applies where the permit died through non-commencement or abandonment and a new permit is sought within two years of the original issuance. A permit that simply ran its full two-year life is not on that list - so the applicant who used their permit steadily but slowly pays full price, while the one who never started pays half.
  • ONE EXTENSION, IN WRITING, BEFORE EXPIRY, WITH A REASON: "All requests for extensions must be in writing and must be received by the building official prior to the expiration of the permit... No permit shall be extended more than once." All four conditions bind at once, and the deadline is the expiry date itself - a request posted the day after is not late, it is impossible.
  • THE LOBBY SHUTS AN HOUR BEFORE THE PHONES DO: lobby hours are 8:00 a.m. to 4:00 p.m., while email and telephone enquiries run to 5:00 p.m. The inspection request line is a third span again, taking messages 24 hours a day. Three different availabilities for three different channels, all published in different places on the site.
  • THE INSPECTION LINE IS A VOICEMAIL, SO THE LIST IS THE FORM. Six items must be left in the message - name, permit number, job address, inspection type, requested date and morning-or-afternoon preference. There is no field to leave blank and no validation to catch an omission; a message missing the permit number is a request that cannot be actioned.
  • MISSING THE 4 P.M. CUT-OFF BUYS YOU A CHOICE RATHER THAN A PENALTY: requests after 4 p.m. "will be scheduled for the 2nd business day or other day of your choice." Most cities in this corpus simply push you to the next available slot; Citrus Heights hands the scheduling decision back.
  • A CITY BUSINESS LICENCE IS A CONDITION OF ISSUANCE, NOT OF APPLICATION, and the city shouts it: "CONTRACTORS MUST HAVE A VALID CITRUS HEIGHTS BUSINESS LICENSE BEFORE A BUILDING PERMIT WILL BE ISSUED".
