Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Tips & gotchas
- HOMEOWNERS MAY PULL ONLY THREE MINOR PERMITS ONLINE - residential re-roof, residential HVAC change out and residential water heater change out, for single-family or duplex. A California licensed contractor can pull the full minor list including electrical and plumbing scopes.
- THE ONLINE HVAC SCOPE IS LIMITED TO ONE AND TWO FAMILY DWELLING UNITS, stated in the scope line itself.
- SACRAMENTO'S 'WHEN IS A PERMIT REQUIRED' EXAMPLES INCLUDE THE NON-OBVIOUS - landscape irrigation, window replacements, fences, retaining walls and water heaters all appear.
- TWO ADUs ARE ALLOWED PER LOT, sharing a single 1,200 square foot detached floor-area budget between them; planning approval comes before the building permit unless concurrent review is approved.
- A SOLAR SUBMITTAL NEEDS THE SMUD INTERCONNECTION LETTER UP FRONT, and fees are invoiced only after approval - the cost is not known at submittal.
- THE ADU HANDOUT IS A TWO-COLUMN PDF. Its text interleaves across columns when extracted, so a sentence that appears continuous on screen may not be contiguous in the file. Quote carefully.
