Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

NOT ESTABLISHED FROM THE PAGES READ. The Plan Review page says review verifies compliance with "the current Building Code and Folsom Municipal Code Requirements" without naming an edition, and no adopted-codes page was opened for this record. No edition year is asserted here.
Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 edition was published 2025-07-01 and took effect 2026-01-01, so a project submitted now is reviewed against the 2025 Title 24 unless Folsom publishes something to the contrary.

Tips & gotchas

THE PAGE ANNOUNCES A SYSTEM CHANGE THAT WAS DUE ELEVEN MONTHS AGO AND THEN DESCRIBES THE OLD SYSTEM IN FULL. A banner at the top of Plan Review reads "Starting October 20, 2025, all NEW permits will be reviewed through eTRAKiT and not through ProjectDox", and "All permits submitted prior to October 20, 2025, will remain in ProjectDox until approved." Everything below it still sets out a Major Permit workflow that routes plans through ProjectDox, including the invitation email, the upload step and the eight-state ProjectDox status vocabulary. Read on 2026-09-21, those two halves cannot both be current. This record reports both rather than choosing, because the city has not; confirm which system your permit is actually in before following either set of instructions.
ONE OF THE TWO LINKS TO THE REVIEW TIMELINES IS DEAD. The Plan Review page points at the timelines twice; the "Estimated Project Review Timelines" link returns Folsom's own Page Not Found, while the other resolves to a PDF called CD-B111. An applicant following the sentence that tells them to view the timelines has a coin-flip chance of landing on an error page.
THE INSPECTION CUT-OFF IS 3PM AND WIDELY REPORTED ELSEWHERE AS 2PM. The city's own page says "Next day inspections can be requested until 3pm"; a figure of 2 p.m. circulates in search summaries. The hour matters on the day you need it, so take it from the city.
THE SAME RULE IS PRINTED TWICE WITH DIFFERENT UNITS. "a minimum two business days out" in one paragraph and "a minimum two days out" in another. Over a weekend those are not the same answer. Plan on business days.
FOLSOM PUBLISHES ITS INSPECTORS' DIRECT LINES AND PREFERS YOU USE THEM. Cancellation lists "Call or e-mail one of the following inspectors directly (preferred method)" ahead of the portal and the counter, with three inspectors named with mobile numbers and addresses. That is unusual - most cities in this corpus route everything through a queue.
YOUR CERTIFICATE OF OCCUPANCY DEPENDS ON DEPARTMENTS THAT ARE NOT THE BUILDING DIVISION, and Folsom is one of the few cities that publishes how long each takes. Landscape & Lighting and Water Quality are five days each, against two to three for Engineering, Planning, Arborist and Fire. The city warns plainly: "Not all departments can accommodate next day inspections and some may take up to 5 days before approval."
FOUR OUTSIDE AGENCIES CAN BLOCK ISSUANCE and none of them is the City. Regional Sanitation must review ALL commercial alterations including tenant improvements; SMAQMD asbestos approval is triggered by "a minimum 160 square feet of surface area" being removed on a commercial project; County Health covers commercial pools and anything with food; and the school district fee form must be completed by three parties in sequence before the permit issues.
SELF-HAULING YOUR OWN DEBRIS IS NOT PERMITTED: "Currently there is only one option for debris removal... the option to self-haul is NOT available at this time." A Waste Management Plan is reviewed inside ProjectDox alongside the drawings.
YOU APPLY WITH NO DRAWINGS, WHICH CATCHES PEOPLE OUT IN BOTH DIRECTIONS: "No documents are required at the time of application for Major Permits." The plan upload portal only appears after the application is complete and plan check fees are paid - so applying early costs nothing, but nothing is under review until you have paid.
THE CITY ADVERTISES TWO ACCELERATED ROUTES that were not opened for this record and are worth asking about: an "Accelerated Small Tenant Improvement Review" and "Instant Solar Permitting" both appear in the Building Services navigation.
