Codes adopted

2025 California Building Standards Code (Cal. Code Regs., Title 24) - published July 1, 2025 by the California Building Standards Commission, effective January 1, 2026. Health & Safety Code 18938(b): building standards adopted into the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication."THE CITY'S OWN ADOPTING ORDINANCE WAS NOT READ FOR THIS RECORD, so no Oxnard ordinance number or local effective date is asserted here. The division describes itself as "Responsible for issuing building permits to ensure the safe construction or improvements of buildings and related infrastructure, and verifying compliance with local and state laws", which names the two levels without identifying an edition.

Oxnard is the most unusual permitting regime in this corpus. Alongside an ordinary counter it runs two free fast-track programmes and a voter-approved one-business-day permit whose price is not money but professional liability insurance and city training.

Requirements

  • MEASURE F - A PERMIT IN ONE BUSINESS DAY, IF THE APPLICANT QUALIFIES. The city states the programme "allows for the issuance of a Permit in 1 business day provided the following steps have been satisfied".
  • THE CONDITIONS ARE ON THE PERSON FILING, NOT ONLY ON THE PROJECT: "Project applicants are required to be licensed by the State of California and practicing within their discipline; they are required to complete Measure F Training provided by the City, and they are required to obtain and show evidence of $1,000,000 professional liability insurance that will be held for 5 years."
  • AND THE PROJECT MUST ALREADY BE CLEAN: "The project is required to obtain all necessary pre-approvals: Planning Permits/Entitlements (including CEQA compliance); plan check approvals from the Oxnard Fire Department, Planning Department, Electrical Plan Check, and any other necessary outside agencies." The one-day clock covers issuance, not the approvals that precede it.
  • TO SCHEDULE A BUILDING INSPECTION ONLINE you need "your permit application number, your contact person's name and number available. Otherwise call (805) 385-7936".

Both programmes offer "a 1-hour plan review meeting, by appointment", and the city states of each: "There are no additional fees or requirements to utilize this program." That is worth pausing on - every other expedited route in this corpus costs money, from Concord's consultant cost plus 20% to Palmdale's expedited review. The commercial programme was "Formerly called the Small Business Permit Assistance Program".

What Measure F costs instead of a fee$1,000,000 professional liability insurance, held for five years, plus city training. The eligibility conditions are carried by the applicant rather than paid to the city. The insurance requirement outlives the permit by five years, so the cost is ongoing and sits with the professional who filed.
Building permit fee amountsNOT TRANSCRIBED for this record. The city runs a Permit Fees lookup through its Click2Gov portal, which was not opened here, so no schedule, valuation table or basis is asserted.
