California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

A ONE-BUSINESS-DAY PERMIT EXISTS HERE AND IT WAS CREATED BY BALLOT. The "Oxnard Permit Simplicity Act" (Measure F) is "the result of a voter approved ballot initiative and is now codified in the Oxnard City Code as Chapter 26". Nothing else in this corpus reaches the permit counter by referendum.

The obligation outlives the permit by five years. Read as a design, the city has swapped its own plan-check risk for the professional's indemnity.
THE ONE DAY COVERS ISSUANCE, NOT APPROVAL. Measure F requires the project to "obtain all necessary pre-approvals: Planning Permits/Entitlements (including CEQA compliance); plan check approvals from the Oxnard Fire Department, Planning Department, Electrical Plan Check, and any other necessary outside agencies" BEFORE the clock starts. A project that is not already clean gets no benefit from it, and CEQA compliance in particular is not a one-day item.
THE FAST TRACK PROGRAMMES ARE GENUINELY FREE, WHICH IS UNIQUE HERE: "There are no additional fees or requirements to utilize this program", said of both the commercial and residential one-hour plan review meetings. Every other expedited route in this corpus is paid - Concord charges consultant cost plus a 20% administrative margin, Palmdale runs expedited review as a separate service. If you are choosing between cities on process cost, this is a real difference.

THE ONLY WAY TO A SPECIFIC INSPECTION TIME IS A 45-MINUTE PHONE WINDOW ON THE DAY: "Please call between the hours of 8 am - 8:45 am." Compare Concord, which gives two one-hour windows a day; Oxnard gives three quarters of an hour, and only on the morning of the inspection itself.
DEFAULTING THE TIME FRAME COSTS YOU THE WHOLE DAY: "If not selected, your inspection is scheduled for 9 am to 4 pm." AM is 9am-12pm and PM is 1pm-4pm, but only if you ask.
THE CITY ADMITS THE SCHEDULE MAY NOT HOLD, WHICH IS RARE AND USEFUL: "Final inspection scheduling may be affected depending on workload and staffing levels of the day. Rescheduling will be available." Most records here publish a cut-off and stop, leaving the reader to assume certainty on the other side of it.
THE COUNTER HOURS ARE NOT ON THE CITY'S OWN SITE. "Plan Your Visit" links to a third-party queue system, and that is where the hours, the live wait and the Service Center address are published. This is the same off-domain pattern as Spokane's fraud alert on its Accela portal and Tucson's invoices from a vendor address: the authoritative page for a basic fact is not always on the city domain, so a reader checking only oxnard.gov would not find the opening times.
THE CITY HAS MOVED DOMAIN: oxnard.org redirects to oxnard.gov. Older links and cached references still resolve, but the .gov is the live one.
