- MEASURE F - A PERMIT IN ONE BUSINESS DAY, IF THE APPLICANT QUALIFIES. The city states the programme "allows for the issuance of a Permit in 1 business day provided the following steps have been satisfied".
- THE CONDITIONS ARE ON THE PERSON FILING, NOT ONLY ON THE PROJECT: "Project applicants are required to be licensed by the State of California and practicing within their discipline; they are required to complete Measure F Training provided by the City, and they are required to obtain and show evidence of $1,000,000 professional liability insurance that will be held for 5 years."
- AND THE PROJECT MUST ALREADY BE CLEAN: "The project is required to obtain all necessary pre-approvals: Planning Permits/Entitlements (including CEQA compliance); plan check approvals from the Oxnard Fire Department, Planning Department, Electrical Plan Check, and any other necessary outside agencies." The one-day clock covers issuance, not the approvals that precede it.

"If you would like a specific time frame for your inspection, you may call your inspector the day of your inspection. Please call between the hours of 8 am - 8:45 am." Three quarters of an hour, on the morning itself, is the only published route to a specific time.

FOUR DIFFERENT BOOKING ROUTES BY DISCIPLINE - this is the trap
Building inspections go through Click2Gov or (805) 385-7936. But: "Planning inspections must be scheduled with your planner, please call the Planning Department at (805) 385-7858 to schedule the inspection. Fire Department inspections must be scheduled directly with the Fire Department by phone at 805-385-7722. Public Works inspections must be scheduled directly with your Public Works inspector." There is no single queue.

"Note: Final inspection scheduling may be affected depending on workload and staffing levels of the day. Rescheduling will be available." An unusually candid caveat - most cities in this corpus publish a cut-off and imply certainty after it.
