Residential/Commercial Solar Photovoltaic (PV) Permit
VerifiedRequired for installation of a rooftop or ground-mounted solar photovoltaic system in the Town of Superior. Superior is a SolSmart-designated 'Open for Solar' community, and its Sustainable Building page (superiorcolorado.gov) sets out the solar permit process: the Town's own $300 permit fee is waived for qualifying solar PV permits, and the permit is issued within 5 business days of a complete application passing plan review. Colorado use tax and the Colorado statewide fee cap (C.R.S. § 24-48.5-113) still apply.
Verified 2026-07-20 · Source
Requirements
- Electrical installation must be performed by a Colorado-licensed electrician, per the Town's Sustainable Building page

Roofing Permit (Reroof / Repair)
VerifiedRequired for roof replacements and repairs of 100 sq ft or more in the Town of Superior. Billed under the general Building Permit Fee valuation schedule. Governed by detailed local roofing amendments (high-wind criteria, Class A fire rating, ice-and-water shield, mid-roof inspection) published on the Town's dedicated Supplemental Roof Information page.
Verified 2026-07-05 · Source
Requirements
- No permit required for a roof repair under 100 sq ft
- The Town is a designated high-wind region; all replaced roofs must meet high-wind criteria per ASTM D7158 Class G or H, or ASTM D3161 Class F, per the 2018 IRC wind-criteria requirement adopted June 2020
- All roofs must carry a Class A fire rating; wood shakes/shingles are acceptable only as part of a Class A-rated assembly (e.g., DensDeck roof board per UL 790)
- Ice-and-water shield required on all eaves (minimum one 3-foot-wide strip); drip edge required on eaves and rakes
- New step flashing required at all sloped roof-to-wall intersections, with bump-out flashing where an eave meets a vertical wall; damaged or non-new flashings, valley metal, and vent covers must be replaced
- Tile roofs replacing another roofing type require an engineer's report on structural load adequacy; a single roof overlay is allowed only with an engineer's report and code-compliant shingles
- Low-slope roofs (2:12 to 4:12 pitch) require a double layer of underlayment felt per IRC R905.2.7, or a single layer of ice barrier across the entire slope plus 24 inches onto the adjacent slope
- Tile roof repairs limited to matching style/size; wind damage to 15% of a slope requires replacing the entire slope including ridge and rake; wood shake/shingle roofs must be fully replaced if more than 10% of the roof or 25% of any slope needs repair; repairs are capped at an aggregate 25% of the roof before a full reroof is required
- 'Woodruff' and similar composite shingles are no longer an approved covering and must be replaced, not repaired, upon damage
- Roofing contractors must supply proof of Liability and Workers' Compensation insurance naming the Town of Superior as certificate holder
- Properties within the Rock Creek Master Homeowners Association require separate HOA Architectural Request approval for roof replacement or repairs exceeding 25% of the roof

EV Charger / EVSE Permit
VerifiedThe Town of Superior has no distinct electric-vehicle-charging-station permit or fee line. An EV charger circuit is standalone electrical work billed under the Electrical Permit Fee table's 'Other electrical work' valuation-based tier (the same table documented in the Electrical Permit entry, used for service hookups and modular home connections), rather than the residential-square-footage tier used for whole-house wiring — this is a real, currently-published fee-schedule line item and is the governing charge for an EV charger circuit. Superior's 2020 Census population (13,094) exceeds the 10,000-resident municipal threshold in Colorado HB24-1173 (effective 8/7/2024), making the Town a 'covered municipal permitting agency' required to have adopted, by 12/31/2025, either the state's model EV-charger permit code, its own objective EV-charger standards, or an affirmation of its existing review process; a fresh 2026-07-20 re-check of the Town's Municipal Code and Board of Trustees ordinance/resolution list found no public confirmation of which path the Town selected.
Verified 2026-07-20 · Source
Requirements
- Contractors must hold a current Town of Superior Electrical Contractor License, requiring active State and Master License copies plus a Certificate of Insurance uploaded via Community Core
- EV charger circuit work is billed on the dollar value of the electrical installation (the 'Other electrical work' valuation table), the same basis used for service hookups and modular home connections, rather than the square-footage table used for whole-house residential wiring
- Governed by the 2023 NEC as adopted
- Superior (2020 Census population 13,094) is a 'covered municipal permitting agency' under Colorado HB24-1173; no public confirmation of the Town's chosen compliance path (model code, custom standards, or status-quo affirmation) by the 12/31/2025 deadline has been published — a genuinely open point rather than an assumed one

Tenant Improvement (TI) Permit — Commercial Interior Build-Out
VerifiedRequired for interior alterations and build-outs ('tenant finishes') to existing commercial spaces in the Town of Superior — e.g., a new tenant fit-out or interior remodel of an existing leased commercial unit. Filed as an 'alteration' class of work using the same Commercial and Multi-Family Plans Submittal Checklist and general Building Permit Fee valuation schedule as new commercial construction, submitted through Community Core and reviewed by the Town's Planning & Building Department (operated by SAFEbuilt). Distinct from new commercial construction at the fire-district level: the Town's own Permit Guidance / Services: Building Permits page states 'For Tenant improvements to commercial spaces, a plan review and final inspection are required' by Mountain View Fire Protection District — a narrower, explicitly-named fire-district scope than new commercial construction's full building-plan-review-plus-separate-fire-alarm/sprinkler/kitchen-hood-submittal requirement. The Commercial and Multi-Family Plans Submittal Checklist itself also separately names 'tenant finishes' (alongside commercial building, fire alarm, sprinkler, kitchen hoods, hazmat, and IGH piled storage) as its own Fire Protection Plans category.
Verified 2026-08-02 · Source
Requirements
- Filed as 'alteration' class of work on the Commercial and Multi-Family Plans Submittal Checklist's electronic Community Core application (the same checklist used for new commercial/multi-family construction) — no separate, dedicated TI-only checklist document is published by the Town
- Applicable checklist sections are scoped to the interior work performed (architectural, structural, mechanical, plumbing, and/or electrical sheets as relevant); site/civil plan requirements generally do not apply to interior-only scopes, but this is project-dependent and should be confirmed with the Building Department
- Mountain View Fire Protection District requires 'a plan review and final inspection' for tenant improvements to commercial spaces — a distinct, explicitly-named, narrower fire-district review track than new commercial construction's full submittal set
- The Commercial and Multi-Family Plans Submittal Checklist's Fire Protection Plans section separately lists 'tenant finishes' (alongside commercial building, fire alarm, sprinkler, kitchen hoods, hazmat, and IGH piled storage) as requiring a completed plan review application emailed to prevention@mvfpd.org
- Commercial kitchen tenant finishes (e.g., restaurant build-outs) require additional plumbing/mechanical documentation — grease interceptors, hood sizes, duct sizes, and CFM calculations — per the Commercial and Multi-Family Plans Submittal Checklist
- Contractor must hold a current Town of Superior Contractor License in the category applicable to the trades performing the work (General Contractor Class A/B/C for overall TI scope; Electrical, Plumbing, and/or Mechanical Contractor licenses for trade-specific work)

Sign Permit
VerifiedTown of Superior Municipal Code, Chapter 16 (Land Use), Article XIX (Signs), Sec. 16-19-160 requires a sign permit for permanent building signs, permanent freestanding signs, and any other illuminated sign (including signs retrofitted with illumination), except as otherwise exempted by the Article. The Town Manager issues the permit upon finding the sign complies with Article XIX, with a decision required within ten days of a complete application. Detailed design, size, height, location, and number-of-signs standards vary by residential vs. nonresidential property (Sec. 16-19-60, 16-19-70) and are further capped by total-sign-surface-area rules tied to street frontage (Sec. 16-19-90).

Fire Sprinkler / Fire Alarm System Permit
VerifiedFire protection is provided to the Town of Superior by Mountain View Fire Rescue (Mountain View Fire Protection District, 'MVFR'/'MVFPD'), a special district separate from Town government, per MVFR's own website: 'MVFR serves approximately 250 square miles including Boulder, Dacono, Erie, Mead, Niwot, Superior and unincorporated areas of Boulder and Weld counties.' (Rocky Mountain Fire District merged into MVFR effective January 1, 2021.) MVFPD's Life Safety Division reviews and permits fire protection and life-safety system installations/modifications, including fire alarm systems, automatic fire extinguishing (sprinkler) systems, and standpipe systems, per its Board-adopted Fee Schedule (September 2023).

Requirements
- Mountain View Fire Rescue's Life Safety Division reviews installation and/or modification plans for fire protection and life-safety systems, including fire alarm systems, automatic fire extinguishing systems, and standpipe systems, per MVFPD's Fee Schedule
- An application for plan review must include the total value of the proposed scope of work (materials and labor); if the fire code official finds the valuation underestimated, approval is denied unless detailed written estimates support the stated valuation — final valuation is set by the fire code official, per the Fee Schedule
- Fees must be paid before the permit is issued; work completed without a permit is charged a 50% premium over the normal fee, per the Fee Schedule
- Plans may be submitted electronically to plans@mvfpd.org, per MVFR's Plans & Permits page; online payment for plan review services is accepted
- A separate Town-issued building permit component may also apply for the associated construction work, administered by the Town's Planning & Building Department (operated by SAFEbuilt) under its own valuation-based Building Permit Fee table

Change of Use / Change of Occupancy
VerifiedThe Town of Superior Municipal Code does not establish a standalone, dedicated 'Change of Use Permit' with its own application, fee schedule, or SLA. Instead, two distinct provisions govern changes of use/occupancy: (1) Land Use Code Chapter 16, Article III (Nonconforming Situations), Sec. 16-3-30, a one-sentence rule stating 'A change in use in a nonconforming situation may only be made to a conforming situation'; and (2) Building Regulations Chapter 18, Article X, Sec. 18-10-10, which adopts the 2024 International Existing Building Code (IEBC) by reference, whose 'subject matter... includes standards regulating the use and reuse of existing buildings, including alteration, change of occupancy, addition and relocation.' Change-of-occupancy work is therefore handled through the adopted IEBC's own provisions within the normal Town building-permit process (administered by SAFEbuilt), not through a separately named or fee'd Town permit.

Requirements
- A change in use in a nonconforming situation may only be made to a conforming situation, per Land Use Code Sec. 16-3-30
- Major renovation (work estimated to cost more than 50% of the appraised value of the structure) may be done only to a conforming use or structure, and only in accordance with a permit issued under Chapter 16, per Sec. 16-3-20(a)
- If a legal nonconforming structure is damaged such that repair/replacement costs exceed 50% of its appraised value, it may be repaired or replaced only to a conforming structure or use, under a zoning permit issued per Sec. 16-3-20(b)
- The Town has adopted the 2024 International Existing Building Code (IEBC), Chapters 1-16, by reference; the IEBC's own subject matter covers alteration, change of occupancy, addition, and relocation of existing buildings, per Building Regulations Sec. 18-10-10
- No locally-drafted change-of-occupancy permit procedure is set out separately in the Municipal Code text itself — change-of-occupancy determinations are made by incorporation of the adopted IEBC's own chapters, administered through the Town's normal SAFEbuilt-operated building-permit process
