Electrical Permit
VerifiedRequired for installation, alteration, or repair of electrical systems anywhere in Basalt (both the Eagle County and Pitkin County portions of town). Unlike building, mechanical, and plumbing work, electrical permitting and inspection in Basalt is performed entirely by the State of Colorado Electrical Board (Division of Professions and Occupations), NOT the Town of Basalt Building Department.
Verified 2026-07-06 · Source
Requirements
- Permitted and inspected by the State of Colorado Electrical Board, not the Town of Basalt Building Department — per the Town's Building Permit Application form
- Governed by the 2023 NEC as referenced on the Town's Building Department code-adoption summary
- Applied for through the Colorado Division of Professions and Occupations (DPO) Online Permitting System; the DPO encourages online purchase since permits are processed immediately upon payment through that system
- For solar/PV installations, DC and AC wiring approval is likewise routed through the Colorado State Electrical Board per the Town's Photovoltaic Solar System Application Guidelines
- Electrical contractors must hold current State of Colorado electrical licensure per DORA Electrical Board requirements

EV Charger / EVSE Installation Permit
VerifiedBasalt has no separate Town-issued EV charger/EVSE permit or fee. Because ALL electrical work in Basalt (both the Eagle County and Pitkin County portions of town) is permitted and inspected by the State of Colorado Electrical Board rather than the Town Building Department, installing a home or commercial EV charging circuit is filed as a standard electrical permit through the Colorado Division of Professions and Occupations (DPO), the same carve-out that applies to all other electrical work in Basalt.
Verified 2026-07-20 · Source
Requirements
- EV charger/EVSE circuit installation is electrical work, and per the Town of Basalt's own Building Permit Application, ALL electrical work in Basalt is permitted and inspected by the State of Colorado Electrical Board (Division of Professions and Occupations), not the Town Building Department — no distinct Town-level 'EV charger permit' exists
- Applied for through the Colorado DPO Online Permitting System, governed by the 2023 NEC (including NEC Article 625, Electric Vehicle Power Transfer System) as referenced on the Town's code-adoption summary
- Colorado HB24-1173 (2024) established streamlined EV-charging-system permitting requirements, but only for counties with population 20,000+ and municipalities with population 10,000+; Basalt's population (~4,000-5,000) is below that municipal threshold, so the Town is not mandated to adopt HB24-1173's expedited local review procedures — electrical permitting for EV chargers in Basalt continues to run through the State DPO Electrical Board carve-out described above
- Electrical contractors must hold current State of Colorado electrical licensure per DORA Electrical Board requirements
- A separate Town of Basalt building permit may still apply to any non-electrical structural/site work associated with a charging installation (e.g., a new equipment pad or accessory structure), reviewed under the Town's standard building permit process
Required documents

Plumbing Permit

VerifiedRequired for re-roofing work in Basalt. Commercial Building Permit (New Construction, Addition, Alteration / Tenant Finish)
VerifiedRequired for new construction, additions, alterations, and tenant finish work on commercial buildings built to the International Building Code (IBC) anywhere within Basalt town limits, whether the parcel sits in the Eagle County or Pitkin County portion of town. The Town of Basalt Building Department administers a single town-wide commercial permit process using its own 'Building Permit Application Checklist — Commercial Buildings / Tenant Finish' (subtitled 'New Construction, Addition, Alteration'), reviewed under the 2021 IBC as locally amended by Basalt Municipal Code Chapter 18. Tenant improvement/tenant finish is NOT a separate permit type in Basalt — the Town's own checklist states it 'is to be used for new construction, any tenant finish or other proposed modifications to an existing commercial building space built to the International Building Code (IBC),' with inapplicable items simply marked N/A for tenant finish scopes.
Verified 2026-08-02 · Source
Requirements
- Reviewed under the 2021 IBC as locally amended by Basalt Municipal Code Chapter 18 (amendments effective July 20, 2023); the Town's monthly issued-permits report confirms Commercial Building Permits are issued town-wide in both the Eagle County and Pitkin County portions of town under the same Town permit-numbering system
- Town of Basalt Permit Application must include total gross AND net square footage, and a Parcel Number is required on the application
- All submittal documents (construction documents, Permit Application, other data) must be submitted in two or more sets, or in digital format emailed to the Plans Examiner (carlos.peugnet@basalt.net); incomplete applications receive a correction letter that delays the permit
- Plan Submittal Fee of 50% of the plan review fee, calculated at submittal, is non-refundable
- Tenant finish / modification of an existing commercial space additionally requires: Original Building Address, Existing AND Proposed Occupancy Use Classification(s) (e.g. R-1, A-3, B, U, F-2), Original Building Construction type (e.g. II-1 hour, V-B), Original General Contractor, and the Suite or Tenant Space number as listed on the original permit (Original Building Permit Number optional)
- Asbestos test required for all remodels disturbing greater than 160 SF, 260 LF, or a volume equivalent to a 55-gallon drum

Sign Permit
VerifiedRequired for signs in Basalt, per the Town's own Sign Permit Application, which states applicants must 'demonstrate compliance with sign restrictions contained in the Basalt Municipal Code.' Unlike Basalt's building/mechanical/plumbing permits, which the Building Department issues directly, the Town's own Sign Permit Application is approved by the Assistant Planning Director within the Planning Department. The application form itself directs applicants to 'Article VII of the Basalt Zoning Ordinance for further information' on specific sign restrictions; that ordinance text is hosted on Municode's Basalt library.
Verified 2026-08-13 · Source
Requirements
- Reviewed and approved by the Assistant Planning Director (Planning Department), a different routing than the Town's building, mechanical, and plumbing permits, which the Building Department issues directly — confirmed by the Town's own Sign Permit Application form, which is signed off by 'James Lindt, Assistant Planning Director' under 'Signature of the Town Approving the sign permit'
- Applicant must provide: legal description and address of the property; owner/tenant contact info; sign cost; size of sign face (width and length); height measured from existing grade; sign thickness; type of sign (free-standing, wall, projecting, suspending; temporary or permanent); purpose (e.g., business identification); materials; a site plan/sketch/building elevation showing the sign's location and dimensions in relation to the building, street, and sidewalks
- Applicant must also describe any OTHER existing signs on the building or property (with dimensions on the same required sketch) and the location/size of any signs being removed — the Town evaluates cumulative signage on a property, not just the single proposed sign in isolation
- If lighting is proposed for the sign, the applicant must describe how it will satisfy the Town's lighting ordinance
- It is the applicant's responsibility to demonstrate compliance with sign restrictions contained in the Basalt Municipal Code (Zoning Ordinance Article VII, per the form's own citation); the Town may request additional information depending on the initial answers
- No fee amount is printed on the form itself — 'Application Fee' and 'Review Fee' are blank fields the Town fills in at filing — and the Building Permit Fee Schedule carries no sign-specific line item, so the fee mechanism for signs is genuinely distinct from, and not confirmed to be the same as, the valuation-based Building Permit Fee table used for other permit types here
- No dimensional standards (maximum sign height, area, or setback) are stated on the application form itself; these live in the Zoning Ordinance's Article VII text — consult it directly
Required documents
- RequiredTown of Basalt Sign Permit ApplicationApproved by the Assistant Planning Director; requires sign dimensions, height, materials, cost, purpose, a site plan/elevation showing location and dimensions, and disclosure of existing/removed signage on the property
- RequiredSite Plan, Sketch, or Building ElevationMust show the proposed sign's location and dimensions relative to the building, street, and sidewalks (free-standing signs) or the building elevation and its dimensions (wall/projecting/suspending signs)

Fire Sprinkler and Fire Alarm System Permit
VerifiedRequired for installation or alteration of fire sprinkler and/or fire alarm systems in Basalt. Basalt has no fire department of its own: fire and EMS service, and all fire-code plan review and inspection, for the entire town (both the Eagle County and Pitkin County portions) is provided by the Roaring Fork Fire Rescue Authority (RFFR), a regional special district formed in 2018-2019 by the merger of the Basalt and Rural Fire Protection District with the Snowmass Wildcat Fire Protection District — confirmed via RFFR's own website (Station 41 is located at 20 School Street in Basalt) and corroborating local reporting. RFFR's Fire Marshal's Office/Prevention Bureau performs all plan review and inspections under its own Fire Sprinkler Maintenance and Installation Guidelines (Updated March 1, 2023) and Fire Alarm Maintenance and Installation Guidelines (Updated August 1, 2022), both of which explicitly apply to 'Town of Basalt' alongside Eagle County and Pitkin County. Note: the commercial-building-permit entry references fire alarm requirements running 'through the Basalt Fire Department' — that refers to RFFR's Basalt-based Station 41, not a separate municipal department; RFFR is the sole fire-code authority covering Basalt.

Requirements
- Governed by RFFR's own Fire Sprinkler Maintenance and Installation Guidelines (Updated March 1, 2023) and Fire Alarm Maintenance and Installation Guidelines (Updated August 1, 2022), both of which name 'Town of Basalt' directly as a covered jurisdiction alongside Eagle County and Pitkin County; the sprinkler guidelines state 'All Pitkin County submittals will follow the 2021 International Fire Code requirements,' while the guidelines elsewhere also cite 2015 IFC section numbers (e.g. Sec. 503.1.1) and a separate 'Pre-Inspection Annual Fire & Life Safety Checklist' document is titled for the '2015 IFC Code' — RFFR's own materials are not fully consistent on a single current IFC edition, so no single edition number is asserted here as Basalt's definitively governing fire code
- Sprinkler systems (NFPA 13-D amendments per RFFR's guidelines): a Fire Department Connection (FDC) is required on all sprinkler systems within 6 feet of the Knox Box, with a minimum 1.5-inch hose connection; residential sprinklers are required in garages (not required in open attached porches/carports); crawl spaces or attics with fuel-burning appliances must be protected with residential sprinklers; any building over 5,000 square feet, or in a location difficult to access, must have an automatic sprinkler system with an FDC and a minimum 3-sprinkler-head hydraulic calculation submitted for approval
- Fire alarms serving a sprinkler system must sound an interior audible alarm to all occupants simultaneously AND activate an exterior audible/visual alarm located within 20 feet of the FDC
- Small Projects (State of Colorado Section 5.6, adopted by reference in RFFR's guidelines): work involving addition/relocation of fewer than 20 sprinkler heads that doesn't affect the hydraulic design/integrity of the existing system can use a simpler 8.5x11 scale drawing plus a signed contractor-letterhead scope-of-work letter in lieu of full blueprints, at RFFR's discretion; RFFR may still require hydraulic calculations or a NICET Level III+/PE review if system integrity may be affected
- Sprinkler plan submittals are secured through the RFFR Prevention Bureau via RFFR's own 'Apply & Pay for a Permit' portal, which has a dedicated Town of Basalt submission link distinct from Snowmass Village, Pitkin County, and Eagle County
- Fire alarm design/installation must conform to NFPA 72, NEC Article 760, and the International Fire Code; installers must have a minimum of NICET III design / NICET II installation certification, liability insurance, and a State of Colorado electrical permit; detailed technical requirements include FACP location (heated, 3-foot clear space, near main door), alarm verification, unit-level smoke/CO detection, remote indicating lights for lockable spaces, secondary power (24 hours normal, 5 minutes in alarm), permanent labeling, an outside audible alarm (minimum 85 dB) and flashing light, specific alarm audibility levels, and a Knox Box
- Any building with sprinkler heads, or any building with a fire alarm system required by RFFR (or an A/E/I/H occupancy), must be monitored by a UL-listed central receiving station that retransmits alarm signals immediately to the Fire Department
- Two complete sets of 24x36 plans/specifications (with cut sheets, an equipment legend, battery-capacity calculations, wire-size calculations, riser diagrams, and a written operational narrative) are required for fire alarm submittals; a Fire Protection Engineer's stamp may be required for special installations
- No certificate of occupancy (or temporary CO) will be issued until final acceptance testing of the fire alarm system is complete AND the owner/agent submits a written maintenance and employee training policy
- This permit runs in parallel with, not instead of, the Town of Basalt's own Building Permit whenever fire sprinkler/alarm work is part of new construction or a commercial tenant finish — the residential-building-permit and commercial-building-permit entries already document that stamped fire protection plans are a required Town submittal item whenever a sprinkler system is part of a project's design, and that fire sprinkler adequacy verification/design routes through Roaring Fork Fire Rescue with a NICET-designer-drawn sprinkler design
Required documents
- RequiredRFFR Permit Submittal (Apply & Pay for a Permit portal, Town of Basalt link)Plan review and inspection secured through the RFFR Prevention Bureau, not the Town of Basalt Building Department
- RequiredSprinkler Plans and Hydraulic CalculationsFloor plan drawn to scale (piping, pipe sizing, hanger/head locations, riser specifics, FDC location), manufacturer data sheets, and hydraulic calculations

- OptionalScope of Work Letter (Small Projects, fewer than 20 sprinkler heads)Contractor-letterhead letter substituting for full plan sets on qualifying small sprinkler projects, per Colorado's Section 5.6 Small Projects checklist adopted by RFFR

Change of Use / Land Use Review (Development Application)
VerifiedBasalt has no standalone 'change of use permit' by that name. The commercial-building-permit entry already documents that changing a commercial space's IBC occupancy classification (e.g., a tenant finish converting retail to restaurant use) is captured within the ordinary Town of Basalt Building Permit process via the 'Existing AND Proposed Occupancy Use Classification(s)' field on the Building Permit Application Checklist — Commercial Buildings / Tenant Finish, not a standalone zoning permit. A more fundamental change of use at the zoning level — i.e., to a use not permitted by right in the applicable zone district under Basalt Municipal Code Chapter 16 (Zoning) — instead runs through the Town's general Development Application process, administered by the Planning Department, with 'Special Review' (Basalt Municipal Code Sections 16-44 through 16-47) as the closest documented 'Type of Application' category. The Town's own Development Application form has no dedicated 'Change of Use' box among its listed application types.

Requirements
- No standalone change-of-use permit, application, checklist, or fee schedule appears on the Town of Basalt's Forms, Licenses & Permits page or on the Planning Department page — ask Planning directly how a change of use is handled
- The commercial-building-permit entry already documents that a change to a commercial space's IBC occupancy classification is captured within the ordinary Building Permit process (the 'Existing AND Proposed Occupancy Use Classification(s)' field on the Commercial Buildings / Tenant Finish checklist) rather than through any separate zoning permit
- A zoning-level change of use — to a use not permitted by right in the applicable zone district under Basalt Municipal Code Chapter 16 (Zoning), Article II (District Regulations) — instead requires a Development Application; 'Special Review' (Basalt Municipal Code Sections 16-44 through 16-47, per indexed ordinance citations — the full Municode chapter text is not independently confirmed) is the closest documented application category for this scenario, used by the Planning and Zoning Commission and Town Council to evaluate special-review-use requests
- The Town's own Development Application form (basalt.net/DocumentCenter/View/2154) lists these 'Type of Application' categories: Annexation, Rezoning, Regular Rezoning, ESA Environmental, ESA Floodplain, Special Review, Special Review for Off-Street Parking, Variance, Minor Subdivision, Minor Subdivision Condominimization, Major Subdivision or Replat, Planned Unit Development, Sketch Plan, Preliminary Plat, Final Plat, Preliminary Development Plan, Final Development Plan, TRC (Technical Review Committee) Administrative Amendment, and 'Other type of Application' — with no dedicated 'Change of Use' box among them
- Required Development Application content: a brief project description; complete contact information for the applicant(s), owner(s), owner's representative, engineer/surveyor, and architect/planner; existing and proposed zoning designations; property acreage or square footage; development specifications (dwelling units, bedrooms, floor area, open space); legal description of the property and deed reception number; owner's authorization if represented by an agent; and application-specific documentation per Basalt Town Code
- The form's own 'To be filled out by the Town' section leaves 'Application Fee,' 'Review Fee,' and 'Total Payment Received' blank — Town staff fill them in per application. No static dollar figure or published fee schedule for Development Applications or Special Review appears anywhere on basalt.net, so ask the Town for a fee quote before you budget.
- Talking with Planning Staff is the Town's own first recommended step for any property-change proposal; Planning Staff meets by appointment (970-927-4701) before an application is formally submitted
Required documents
- RequiredTown of Basalt Development ApplicationType of Application checked from the Town's fixed list (Special Review is the closest category to a genuine zoning-level change of use); requires existing/proposed zoning, project description, and full applicant/owner/representative contact information
- OptionalPublic Notice AffidavitRequired if the specific application type triggers a public notice requirement under Basalt Town Code
- RequiredLegal Description and Deed Reception Number
- OptionalOwner's AuthorizationRequired if the application is submitted by a representative rather than the property owner directly
