Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

  • 2021 International Building Code (IBC) as locally amended by Town of Basalt Ordinance (Chapter 18 amendments effective July 20, 2023) — confirmed via the Town's own 'Building' page code-adoption summary ('2021 ICC') and via the Town's detailed strike-through/underline local-amendment comparison document (2021-Code-change--ICC-reference-articles, basalt.net/DocumentCenter/View/6221)
  • 2021 International Residential Code (IRC), as locally amended — the Town's own Building Permit Application Checklist is titled for 'Single Family, Duplex, and Townhomes' built to the IRC
  • 2021 International Mechanical Code (IMC)
  • 2021 International Fuel Gas Code (IFGC) — State of Colorado adopted edition referenced alongside the Town's 2021 IBC/IRC/IMC cycle
  • 2021 International Existing Building Code (IEBC)
  • 2021 International Plumbing Code (IPC) — adopted at the State of Colorado level and applied by the Town
  • 2023 National Electrical Code (NEC) — per the Building Department page's current-adoptions summary; NOTE electrical work in Basalt is permitted and inspected by the State of Colorado Electrical Board, not the Town Building Department itself (confirmed directly on the Town's own Building Permit Application form: 'Electrical is permitted and inspected by the State of Colorado')
  • 2024 Sustainable Building Regulations I & II (SBRI/SBRII) — Town of Basalt Municipal Code Sec. 18-23/18-24/18-25, amended by Ordinance 20, Series of 2024, effective November 12, 2024, reflecting Holy Cross Energy's approximately 90% renewable power supply achievement by end of 2024
  • Prior/superseded local design-parameter reference: the Town's 'Local Structural Design Parameters' document (basalt.net/documentcenter/view/2388) still headers itself against the 2015 IBC/IRC/IMC/IECC/IEBC code cycle and 2017 NEC/2015 IPC-IFGC — the numeric structural design values on that document (ground snow load, wind speed, seismic category, frost depth) are treated as still-current in this file because the Town's later 2021-code-adoption amendment document (View/6221) re-adopts the identical IRC Table R301.2(1) frost-depth (36 inches) and retaining-wall figures verbatim rather than superseding them; the code-EDITION labels on that older PDF itself are NOT current and should not be read as Basalt's current adopted code cycle.
  • Local amendments to all adopted codes are codified in Chapter 18 (Building Regulations) of the Basalt Municipal Code; Municode's Basalt library returned an HTTP 403 to direct automated fetch in this session (library.municode.com/co/basalt) — the Town's own downloadable strike-through/underline amendment comparison document (View/6221) was used as the authoritative source for specific local IBC/IRC section amendments instead, since it is a primary Town document rather than a third-party mirror.

Tips & gotchas

  • Basalt genuinely straddles two counties — Eagle County and Pitkin County — but the Town of Basalt Building Department issues ALL building, mechanical, and plumbing permits town-wide through a single office and a single permit-numbering system, regardless of which county a given parcel sits in. This is confirmed directly by the Town's own monthly 'Issued Permits with Contractor and County Data' report, which lists permits issued in both EAGLE and PITKIN counties side by side under the same Town permit prefixes. Do not assume a near-boundary parcel needs to apply to the county instead of the Town — it does not.
  • This file assigns countySlug 'eagle-county' because Basalt Town Hall / the Building Department (101 Midland Avenue) itself sits in the Eagle County portion of town, per Eagle County's own business directory (which lists the Town of Basalt Municipal Building as an Eagle County vote-center location) and per Regrid parcel-mapping data (which files the address under Eagle County). A homeowner whose specific parcel is in the Pitkin County portion of Basalt is NOT permitted by Pitkin County's own Community Development Department — it is still permitted by the Town of Basalt Building Department, per the same town-wide single-authority model.
  • Electrical work is the one major trade carved OUT of Basalt's own Building Department: it is permitted and inspected entirely by the State of Colorado Electrical Board (DORA/DPO), confirmed directly on the Town's own Building Permit Application form. This applies uniformly across both the Eagle County and Pitkin County portions of town. Mechanical and plumbing, by contrast, ARE issued directly by the Town.
  • Water and sanitation service (and the corresponding approval documentation required at permit submittal) genuinely varies by NEIGHBORHOOD within Basalt, not strictly by county: Eagle County Mid Valley gets both sewer and water from the Mid Valley Metropolitan District; Old Town/Southside/Elk Run/Roaring Fork Club get sewer from the Basalt Sanitation District (requiring an original tap permit or signed exemption form) and water from the Town of Basalt itself. Confirm your parcel's specific provider before assuming which approval document you need.
  • Solar PV installations require THREE parallel approvals in Basalt: the Town's own Building PV Permit (array/mounting/site plan review), the Colorado State Electrical Board's electrical permit (DC/AC wiring), and a Roaring Fork Fire Authority permit — plan for coordinating all three, not just the Town's process.
  • Sustainable Building Regulations (SBR) compliance is a genuine, non-trivial mountain-valley design requirement layered on top of standard IRC/IBC review: contractors/owner-builders need 5 hours of SBR training within 18 months of submittal, and projects face tiered energy-documentation requirements (REScheck vs. full HERS Projected Rating) scaled by conditioned floor area, with additional Electric-Ready-and-Solar drawing requirements for larger additions and Level 3 remodels. Confirm which SBR tier applies to your specific project scope early, since the required documentation set differs meaningfully by tier.
  • The Town of Basalt does not publish ANY numeric plan-review turnaround (days or weeks) for any building-permit category on its Building Department page, Permits page, Forms/Licenses/Permits index, Building Permit Application Checklist, Building Permit Fee Schedule, Fence Requirements guide, or Photovoltaic Solar System Application Guidelines — checked all of these directly in this research session. Colorado is home-rule with no statewide review-time clock, and every permitType in this file is honestly null/unverified with a documented chase trail rather than an invented figure, consistent with Aspen's and Vail's treatment elsewhere in this corpus.
  • This session found no standalone Basalt-specific demolition-permit page, checklist, or fee schedule distinct from the general Building Permit Application and the IBC's own built-in demolition provisions — a genuine standalone demolition-permit type was NOT modeled in this file rather than forcing a thinly-sourced entry; demolition work in Basalt appears to be filed as a Building Permit Application (Class of Work: 'Remove') plus any applicable State of Colorado asbestos abatement/demolition permit, but this was not independently verified to the same standard as the permit types modeled here.
  • This session likewise found no standalone Basalt-specific accessory-dwelling-unit (ADU) permit type distinct from the general Building Permit process — the Town's IRC checklist references ADU square footage only as a line item within FAR (Floor Area Ratio) Calculations on a standard building permit, not as its own permit category, so no standalone accessory-dwelling-unit permitType is modeled in this file.
  • Municode's Basalt library (library.municode.com/co/basalt) returned an HTTP 403 to direct automated fetch in this session; the Town's own downloadable strike-through/underline local-amendment comparison PDF (View/6221) was used instead as the authoritative primary source for Chapter 18 section-specific amendments, since it is an official Town document rather than a third-party mirror.
  • A civiclive.com-hosted 'Building Fee Schedule' PDF surfaced during this research session that was actually the City of Corcoran, Minnesota's fee schedule (referencing Minnesota State Building Code), not Basalt's — this was identified and discarded before use. The genuine Basalt Building Permit Fee Schedule was sourced directly from a basalt.net-branded DocumentCenter URL (View/77) instead. Anyone re-verifying fee data should confirm the URL is actually basalt.net-hosted before citing it.
  • The Town's 'Local Structural Design Parameters' document (View/2388) headers itself against an older 2015 IBC/IRC/IMC/IECC/IEBC code cycle even though the Building Department page and the Town's own 2021-code amendment comparison document confirm 2021 IBC/IRC is now the current adopted cycle — the code-EDITION label on that older PDF is stale, but its numeric structural design values (55 psf snow load, 115 mph wind, Seismic B, 36-inch frost depth) are corroborated by the frost-depth figure appearing verbatim in the later 2021-code amendment document, so those specific numbers were treated as still current in this file; the stale code-edition label itself should not be cited as Basalt's current adopted code cycle.
