Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

- Snow load design data: per the Town's 2021 IRC Amendments (Table R301.2(1)), minimum roof ground snow load is set at 65 lb/ft2, cross-referencing the Structural Engineers Association of Colorado's 'Snow Load Design Data for Colorado' as the underlying methodology
Permit types & fees
Residential Building Permit (New Construction)
Required for new construction of single-family homes, duplexes, and townhomes in the Town of Eagle. Reviewed under the 2021 IRC/IBC as locally amended, including the Town's Table R301.2(1) Climatic and Geographic Design Criteria (65 lb/ft2 ground snow load, 115 mph wind design speed, 48-inch frost depth, ice barrier underlayment required). Issued by the Town of Eagle Building Division; electrical work on the same project is permitted separately and directly through the Colorado DPO, not the Town.
Residential Addition / Interior Remodel Permit
Required for additions and interior remodels to existing single-family, duplex, and townhome structures in the Town of Eagle. Reviewed under the 2021 IRC as locally amended, using the Town's 'Residential Alterations/Additions' project-intake documentation.
Electrical Permit
Electrical permits within the Town of Eagle are issued and inspected directly by the State of Colorado, NOT by the Town of Eagle Building Division. Confirmed directly by the Town's own Building Department page ('ELECTRICAL PERMITTING AND INSPECTIONS ARE DONE THROUGH THE STATE'). Note: the Colorado DPO's own Electrical Local Inspection Areas list separately carves out Minturn and the Town of Avon from a nearby 'Eagle' grouping in its own list — a genuinely different arrangement for those two neighboring towns (both are also state-DPO-administered per their own town sources, built separately this session; the DPO list's precise internal grouping logic wasn't independently re-derived and isn't relied on as evidence here beyond the Town of Eagle's own direct statement).
EV Charger / EVSE Permit (State of Colorado Electrical Board)
Installation of an electric vehicle charging station in the Town of Eagle is electrical work and, exactly like this file's general electrical-permit entry, is permitted and inspected directly by the State of Colorado (Colorado DPO/State Electrical Board), NOT the Town of Eagle Building Division. Under Colorado Revised Statutes § 12-23-117, electrical inspection is a matter of statewide concern: the state sets a uniform fee schedule and no local government may impose any separate fee or charge related to electrical permits/inspections. The state's own electrical fee schedule (valuation-based/square-footage-based) has NO distinct 'EV charger,' 'electric vehicle,' or 'EVSE' line item; a dedicated Level 2 charger circuit is billed under the state's 'All other electrical fees' valuation-based tier — the same mechanism already documented on this file's electrical-permit entry.
Plumbing Permit
Required for installation, alteration, or repair of plumbing systems in the Town of Eagle. Unlike electrical, plumbing IS administered locally: the Colorado DPO's own Plumbing Local Inspection Areas list names 'Eagle' (no exceptions) as having its own local Plumbing Inspection Program, confirming the Town of Eagle Building Division issues and inspects its own plumbing permits under the 2021 IPC as adopted.
Mechanical / HVAC Permit
Required for heating, cooling, and ventilation equipment installation or replacement in the Town of Eagle, issued by the Town's own Building Division. Governed by the 2021 International Mechanical Code (IMC) as adopted.
Roofing Permit (Re-Roof, Single-Family)
Required for re-roofing work on single-family structures in the Town of Eagle. The 2026 Fee Schedule lists this as a distinct flat-fee line item ('Roof Replacement - For single-family structure only') rather than the general valuation-based Building Permit Fee table. Governed by the 2021 IRC/IBC as adopted, including the Town's Table R301.2(1) requirement for ice barrier underlayment.
Demolition Permit (Move or Demolish)
Required to move or demolish any building or structure in the Town of Eagle. The 2026 Fee Schedule lists this under a distinct flat-fee line item ('Move or Demolish - Any building or structure') rather than the general valuation-based Building Permit Fee table.
Fence and Retaining Wall Permit
Fences and retaining walls in the Town of Eagle are only permit-triggering above specific height thresholds set in the Town's local code amendments. Residential fences (side/rear yard) are exempt up to 6 feet (amended down from the model code's 7 feet by the 2021 IRC Amendments); commercial-context fences under the IBC amendments retain the model 7-foot exemption. Retaining walls over 4 feet require a Licensed Engineer's design.
Solar PV Permit (Split Town/State Jurisdiction)
Required for installation of rooftop or ground-mounted solar photovoltaic systems in the Town of Eagle. The Town's own Building Department page states directly: 'ELECTRICAL PERMITTING AND INSPECTIONS ARE DONE THROUGH THE STATE' (Colorado Division of Professions and Occupations/DORA) — the Town does not issue or inspect electrical permits. The structural/racking portion is billed on the Town's standard valuation-based Building Permit fee table (2025 Adopted Fee Schedule); no distinct solar/photovoltaic fee line exists on that table. The combined total of all Town and state fees for the installation is capped under Colorado's Fair Permit Act (C.R.S. 24-48.5-113, HB21-1284) at $500 residential / $1,000 commercial.

Tips & gotchas
- The Town of Eagle is a STATUTORY (non-home-rule) town with its own Community Development Department, Building Division (200 Broadway) — Eagle County's Building Division explicitly excludes all incorporated towns within the county, including Eagle, from its unincorporated permitting program. Confirm any near-boundary parcel's jurisdiction before assuming county rules apply.
- CRITICAL AND UNUSUAL: electrical permits and inspections in the Town of Eagle are handled ENTIRELY by the State of Colorado (DPO/State Electrical Board), not the Town — verified independently via the DPO's own Electrical Local Inspection Areas list ('Eagle (Except Minturn and Town of Avon)'). Plumbing, by contrast, is handled locally by the Town. This split authority model is genuinely different from Vail (built earlier this session), where the Town itself administers electrical permits under a state-fee-schedule pass-through with a local surcharge. Do not assume all Eagle County mountain towns share one electrical-authority pattern.
- The Town's own Building Department page candidly discloses initial response times for phone/email of approximately 3-5 business days due to limited staff capacity — budget lead time accordingly, distinct from the (unpublished) plan-review turnaround itself.
- Eagle's Table R301.2(1) Climatic and Geographic Design Criteria (65 lb/ft2 ground snow load, 115 mph wind design speed, 48-inch frost depth, -22 F winter design temp, ice barrier underlayment required) is a genuinely different figure set from Vail's chart (145 psf snow load) — even neighboring Eagle County mountain towns should not be assumed to share identical design criteria.
- Fence-height permit exemption in Eagle is 6 feet for residential side/rear-yard fences (amended DOWN from the model IRC's 7 feet), while the IBC amendments retain a 7-foot threshold for commercial-context fences — check which code amendment governs your specific fence before assuming a single number applies.
- The Town publishes NO numeric plan-review turnaround (days or weeks) for any standard building-permit category anywhere on its site — not on the Building Department page, the Forms/Permits/Fees page, the 'Do I Need a Building Permit' page, or the 2026 Master Fee Schedule. Colorado has no statewide clock binding a statutory town's own review process, and every permitType in this file is honestly null/unverified with a documented chase trail rather than an invented figure.
- Roof replacement (single-family) and demolition/move-a-structure share an identical flat $75 + Use Tax + Permit Issuance fee structure in the 2026 Fee Schedule — both are billed very differently from the general valuation-based Building Permit Fee table used for new construction and additions.
- All contractors need a Town of Eagle contractor registration under Chapter 13.24 of the Eagle Municipal Code ($100/year General Contractor, $50/year Plumbing and/or Mechanical) — this is separate from any Colorado state trade license and separate again from the DPO's own electrical-contractor registration (which is federal/state, not town-issued, since the Town has no role in electrical permitting).
- The Exterior Energy Offset Program (EEOP) applies to snowmelt systems and larger pools/spas/hot tubs (>64 sq ft) and is NOT modeled as its own permitType in this file since it's a compliance requirement attached to other permit types (an EEOP Calculation Worksheet submitted alongside the relevant building permit), not a standalone permit category — consistent with how this corpus handles similar riders (e.g. Vail's Recreation Fee, Transportation Impact Fee).
- The Colorado State Wildfire Resiliency Code has been adopted by the Town but does not take effect for building-code review until July 1, 2026 — confirm with the Building Division whether your specific submittal date falls before or after this effective date, since this file's 'lastVerified' date is very close to that transition.
- Solar/photovoltaic and formal accessory-dwelling-unit (ADU) permit types were investigated for the Town of Eagle specifically but NOT modeled as standalone permitTypes in this file — the town-specific requirements found in searches (solar-ready zone requirements, 30% solar-oriented lots) trace to Land Use & Development Code planning provisions rather than a distinct Building Division permit type with its own fee line, and no Town-specific ADU permit page or fee line (distinct from the general Building Permit Fee schedule) could be independently verified as of this review. Omitted rather than forced; a future extraction pass could revisit if the Town publishes ADU- or solar-specific building-permit documentation.
