Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. Residential Building Permit (New Construction)
Required for new construction of single-family homes, duplexes, and townhomes in the Town of Gypsum. Reviewed under the 2021 IRC/IBC as locally adopted plus the Town's published design criteria (40 psf ground snow load, 90 mph wind design exposure, 42-inch frost depth, Seismic Design Category C). Residential Addition / Remodel Permit

Tips & gotchas
- Gypsum is an incorporated statutory town with its OWN Community Development Department, Building Department (50 Lundgren Blvd) — Eagle County's Building Division explicitly excludes all incorporated towns within the county, including Gypsum, from its unincorporated permitting program. This is a fully independent authority model, the same pattern found in neighboring Vail (also independent), though this session found real variation among Eagle County mountain towns and each one's authority model was verified individually rather than assumed.
- Gypsum's published design criteria (40 psf ground snow load, 90 mph wind design, 42-inch frost depth, Seismic Design Category C) are notably lighter than Vail's (145 psf, 115 mph, 48-inch frost, Category B) — Gypsum sits at lower valley elevation along I-70. Do not reuse a peer Eagle County mountain jurisdiction's structural design assumptions for a Gypsum project.
