Solar Photovoltaic (PV) Permit in Gypsum, Colorado
Required for installation of rooftop or ground-mount solar photovoltaic systems within Gypsum town limits. The Town's own Build in Gypsum guidance states directly: "Solar panel projects do require plan submittal, review, and a permit," processed through the same Building Plan Submittal portal (gopost-gypsum.eplansoftreview.com) used for all other building permits — no dedicated solar/photovoltaic application, checklist, or fee line is published separately.

When you need this permit
- Solar panel projects require plan submittal, review, and a permit, per the Town's Build in Gypsum page — submitted through the Building Plan Submittal portal (gopost-gypsum.eplansoftreview.com/#/login?portal=gypsum), the same portal used for all building permit types
- Colorado's statewide solar-permit fee cap (C.R.S. 24-48.5-113, enacted via HB21-1284) limits the aggregate local-government building-permit fees chargeable for a residential solar installation to $500 (and $1,000 for commercial)
- Colorado HB25-1096 (Automated Permits for Clean Energy Technology) required municipalities with population over 5,000 to adopt an automated residential solar permitting platform (e.g., SolarAPP+) by July 1, 2026; Gypsum's population is approximately 7,000-7,500 (over the threshold), but no Town-published confirmation of SolarAPP+ or equivalent adoption was found on the Build in Gypsum, Building Permit Application, or Forms pages as of the last verification
- Electrical wiring/interconnection scope requires a separate Electrical Permit; no trade-specific electrical fee table is published on the Town's website (see the electrical-permit entry)

Tips
- Gypsum's own guidance explicitly confirms solar panel projects need a permit — don't assume small rooftop systems are exempt — but there is no dedicated solar application or fee line, so the general Building Permit process (via the online eplansoftreview portal) applies.
- Colorado's statewide solar-fee cap (C.R.S. 24-48.5-113) limits total local government fees for a residential system to $500, regardless of what the Town's (currently unpublished-online) valuation-based fee table would otherwise calculate.
- As a town over 5,000 population, Gypsum is covered by Colorado HB25-1096's July 1, 2026 automated-permitting mandate — ask the Building Department directly whether an instant/automated review pathway (e.g., SolarAPP+) is now available, since the Town has not published this online as of the last verification.
- The Town's building-permit valuation fee table is codified in Municipal Code Title 15 rather than published as a standalone schedule; get a written fee quote directly from Building Department staff (Stephanie Roybal, stephanie@townofgypsum.com, 970-524-1731) before budgeting.
- townofgypsum.com/build-in-gypsum publishes only utility connection fees (Water Tap Fee $8,000 rising to $10,000; Sewer Tap Fee $12,000 rising to $14,000) -- these are utility hookup fees, not building/electrical permit fees, and are not cited as a proxy. The Town's Code of Ordinances Title 15 (Buildings and Construction) is hosted at library.municode.com/co/gypsum/codes/code_of_ordinances?nodeId=TIT15BUCO; no separate Town of Gypsum fee resolution PDF is published. Colorado's statewide solar-fee cap (C.R.S. 24-48.5-113, $500 residential) applies as a ceiling on whatever the Town charges, but that statute alone does not establish Gypsum's base valuation-based fee. No governing base dollar figure is published; confirm directly with the Town's Building Department.

Gypsum's permit history isn't searchable here yet
This page covers what the permit requires. What we don't have for Gypsum yet is the record of permits actually issued — the history you'd search by street address. That is a gap in our coverage, not a statement about any particular property.
