Residential Building Permit (New Construction) in Gypsum, Colorado
Required for new construction of single-family homes, duplexes, and townhomes in the Town of Gypsum. When you need this permit
- Design Review Board (DRB) or Homeowners Association (HOA) approval required before building permit submittal, unless the project is within Eagle River Estate or Bertroch (which do not require this step) — a letter or stamped approved plan set must be provided at submittal
- Plans must comply with the 2021 IRC/IBC as adopted, and must meet the Town's design criteria: 40 psf ground snow load, 90 mph wind design exposure, 42-inch minimum frost depth, Seismic Design Category C
- Soils testing required; if bearing values test below 1,500 PSF, an engineered, stamped foundation plan is required
- Full plan set required: title block with legal description/subdivision/lot-block/address/preparer/owner, site plan (preferred 1"=10' scale) showing easements/utilities/landscaping/drainage/existing structures, footing and foundation plans, framing plans with sections and opening locations, floor plans (room usage, windows/doors, drywall type, electrical outlets, smoke detectors, fire-rated walls, exit corridors), elevations, building/wall sections foundation-to-roof, and stair details with rise/run/headroom
- All contractors must hold a current Town of Gypsum Contractor's License ($90/year in 2026, $80/year in 2025; see the commercial-building-permit entry's fees array note for sourcing) in addition to any required Colorado state trade license Contractor
- Improvement Location Survey (ILS) required before Certificate of Occupancy is issued
- Applications submitted via the Town's online Building Permit & Plan Submittal portal (Streamline); separate permits required for Electrical, Plumbing, and Mechanical work
- Permit becomes null and void if work is not commenced within 180 days of issuance

Per-trade fee tables are codified at Sec. 15.02.020 Table 2 (mechanical), Sec. 15.02.030 Table 3 (plumbing), Sec. 15.02.050 Table 4 (electrical) — mechanical and plumbing both compute as a $60.00 base plus $16.00 per additional increment. Do not reuse a peer Eagle County jurisdiction's structural design assumptions.
- DRB/HOA approval is required before Town submittal for any parcel outside Eagle River Estate or Bertroch — contact Town staff early to confirm which DRB/HOA governs your specific subdivision, since Gypsum's website does not publish a master list.
- A 24-hour advance notice is required to schedule any inspection, and the base permit fee only covers four inspections — plan your inspection sequence to avoid the $60 additional-inspection fee stacking up.
