Commercial Building Permit (New Construction, Additions, Alterations & Tenant Finish) in Eagle, Colorado
Required for new commercial construction and for commercial additions, alterations, and tenant finish work within Town of Eagle limits. The Town's 'Do I Need a Building Permit' page states: 'Commercial projects such as a tenant finish or alteration to an existing building, additions, major landscaping, and demolition of a building also require a building permit.' Reviewed under the 2021 IBC (and 2021 IEBC for work in existing buildings) as locally amended, and issued by the Town of Eagle Building Division via the Community Core online portal. Electrical work on the same project is permitted and inspected separately by the Colorado State Electrical Board (DPO), not the Town. - Applications, plan uploads, and inspection requests are submitted via the Town's Community Core online portal; paper plans are not accepted
- Exterior Energy Offset Program (EEOP) compliance applies to commercial projects that include snowmelt systems or outdoor pools/spas/hot tubs larger than 64 sq ft — an EEOP Calculation Worksheet must accompany the building-permit application

Tips
- Tenant improvement / tenant finish is NOT a separate permit type in Eagle — the Town's 'Do I Need a Building Permit' page folds 'tenant finish or alteration to an existing building' into the standard commercial building permit, and the 2026 Fee Schedule (amended 04/28/2026) contains no tenant-improvement-specific fee line, application, or timeline. Budget for the same valuation-based Building Permit Fee, 65% Plan Check Fee, and Construction Use Tax as any other commercial building permit.
- Electrical work on a commercial project runs on an entirely separate state permit track — the Colorado State Electrical Board (DPO) issues and inspects electrical permits in the Town of Eagle, not the Town. Coordinate the two tracks so state electrical rough-in inspections don't hold up the Town's framing cover or final inspections.
- The Construction Use Tax (2% of 200% of Total Valuation — functionally 4% on the assumed materials half of valuation) is often the single largest line item on a commercial permit, exceeding the permit fee itself on larger valuations. Include it in project budgeting from day one.
