Commercial Building Permit (New Construction, Addition, Alteration / Tenant Finish) in Basalt, Colorado
Required for new construction, additions, alterations, and tenant finish work on commercial buildings built to the International Building Code (IBC) anywhere within Basalt town limits, whether the parcel sits in the Eagle County or Pitkin County portion of town. The Town of Basalt Building Department administers a single town-wide commercial permit process using its own 'Building Permit Application Checklist — Commercial Buildings / Tenant Finish' (subtitled 'New Construction, Addition, Alteration'), reviewed under the 2021 IBC as locally amended by Basalt Municipal Code Chapter 18. Tenant improvement/tenant finish is NOT a separate permit type in Basalt — the Town's own checklist states it 'is to be used for new construction, any tenant finish or other proposed modifications to an existing commercial building space built to the International Building Code (IBC),' with inapplicable items simply marked N/A for tenant finish scopes.

When you need this permit
- Reviewed under the 2021 IBC as locally amended by Basalt Municipal Code Chapter 18 (amendments effective July 20, 2023); the Town's monthly issued-permits report confirms Commercial Building Permits are issued town-wide in both the Eagle County and Pitkin County portions of town under the same Town permit-numbering system
- Town of Basalt Permit Application must include total gross AND net square footage, and a Parcel Number is required on the application
- All submittal documents (construction documents, Permit Application, other data) must be submitted in two or more sets, or in digital format emailed to the Plans Examiner (carlos.peugnet@basalt.net); incomplete applications receive a correction letter that delays the permit
- Plan Submittal Fee of 50% of the plan review fee, calculated at submittal, is non-refundable
- Tenant finish / modification of an existing commercial space additionally requires: Original Building Address, Existing AND Proposed Occupancy Use Classification(s) (e.g. R-1, A-3, B, U, F-2), Original Building Construction type (e.g. II-1 hour, V-B), Original General Contractor, and the Suite or Tenant Space number as listed on the original permit (Original Building Permit Number optional)
- Asbestos test required for all remodels disturbing greater than 160 SF, 260 LF, or a volume equivalent to a 55-gallon drum
- Sustainable Building Regulations Checklist and Cover Page required (Column A completed by contractor) — the Town's Type II SBR 2024 Commercial Checklist workbook carries dedicated compliance tabs for 'New Constuction Commercial' [sic], 'TI Commercial', 'TF Commercial Restaurant', 'Multi-Family', 'R2 & R3 Commercial Remodels', 'Additions', 'Historic Landmarks', and 'Warehouses'; the IBC checklist directs applicants to note whether a tenant finish is 'restaurant' or 'non-restaurant'
- SBR training certification (5 hours within the 18 months preceding submittal) required of the contractor if the project is subject to SBR requirements; verification of current Town of Basalt Contractor Licensing required
- Energy code: per IECC C503.1, alterations must comply with the code for new construction — envelope per Table C402.1.3, equipment efficiencies per the C403 tables or a Mechanical COMcheck; one IECC C406.1.1 efficiency option must be chosen (more efficient HVAC C406.2, reduced lighting power density C406.3, enhanced digital lighting controls C406.4, dedicated outdoor air system C406.6, or reduced service-water-heating energy C406.7); Interior Lighting COMcheck required, Exterior Lighting COMcheck required for any exterior-lighting alterations
- All structural sheets must be stamped/signed by a Colorado State Licensed Engineer Contractor
- Fire/life safety: fire sprinkler modifications, new installations, or adequacy verification go through Roaring Fork Fire Rescue with sprinkler design drawn by a NICET designer; fire alarm requirements through the Basalt Fire Department; all penetrations of fire-rated walls/ceilings must maintain the rating, with fire/smoke dampers at all duct penetrations into rated assemblies; occupancy separations for walls/ceilings between tenants must be shown
- Accessibility: all areas and rooms of the tenant space must be accessible per ADA and ANSI 117.1, with maneuvering clearances at all doors, accessible service counters/built-in workstations, and a minimum of two bathroom facilities if the number of employees exceeds four
- Food establishments must obtain a compliance letter from the applicable Health Department — Eagle County parcels from Eagle County Environmental Health, Pitkin County parcels from the Colorado Department of Public Health and Environment (the one step in Basalt's commercial process where the county a parcel sits in genuinely changes the reviewing agency)
- Special Inspection and Testing Agreement (two copies, with the Special-Inspection and Testing Schedule) must be completed by the owner or design professional in responsible charge BEFORE a permit can be issued, for projects requiring special inspection and/or testing per IBC Chapter 17; special inspectors must be building-department-approved and may have no financial interest in the project
- Water and Sanitation Approval required, varying by neighborhood: Eagle County Mid Valley (sewer + water) = Mid Valley Metropolitan District; Old Town/Southside/Elk Run/Roaring Fork Club (sewer) = Basalt Sanitation District (original tap permit or signed exemption form); same areas (water) = Town of Basalt itself
- HOA Approval / Willits Design Review Board Approval required if applicable; Public Works Street Cut / Right-of-Way Permit required if applicable
- Electrical work is permitted and inspected by the State of Colorado Electrical Board, not the Town Building Department (per the Town's own Building Permit Application form)

Inspection process
- 1
Special Inspections (IBC Chapter 17)
For projects requiring special inspection/testing per IBC Ch. 17: building-department-approved third-party special inspectors observe assigned work (continuous, or periodic only with a pre-approved written plan) throughout construction, report nonconforming items, and file written reports with the Building Official and design professional of record. The special inspector may not be employed by the contractor, subcontractor, or material supplier
- 2
Rough Mechanical / Plumbing
Town-inspected trade rough-ins before concealment; fire-rated penetration protection and fire/smoke dampers per the approved plans (electrical rough-in is inspected separately by the State of Colorado Electrical Board). The Town does not publish a formal commercial inspection-sequence card — schedule through the Building Department, noting no inspections or site visits are performed on Mondays and Fridays
- 3
Final Building Inspection
All work complete per approved plans; the special inspector's written final report documenting required special inspections and correction of discrepancies must be submitted PRIOR to the final building inspection
- 4
Certificate of Occupancy prerequisites
Prior to CO issuance, the design professional in responsible charge must submit a signed and stamped report confirming all required special-inspection reports were reviewed and the work conforms to the approved plans; an Improvement Location Certificate (ILC) is also required prior to CO per the checklist's site-plan section

Tips
- Tenant improvement is NOT a separate permit type in Basalt: the Town's own checklist is titled 'Commercial Buildings / Tenant Finish' and explicitly covers 'new construction, any tenant finish or other proposed modifications to an existing commercial building space' under one application, one checklist, and the same single valuation-based fee schedule — for tenant finish scopes you simply mark inapplicable checklist items 'N/A' and supply the original building's occupancy classification, construction type, and suite/tenant-space information.
- Basalt straddles Eagle and Pitkin counties, but commercial permits are issued by the one Town Building Department town-wide regardless of county — the Town's own monthly issued-permits report tracks Commercial Building Permits in both counties under the same permit-numbering system. The county DOES matter for exactly one commercial step: food establishments get their health-department compliance letter from Eagle County Environmental Health if the parcel is in Eagle County, but from the Colorado Department of Public Health and Environment if it is in Pitkin County.
- If your project triggers IBC Chapter 17 special inspections, the Special Inspection and Testing Agreement must be completed BEFORE the permit can be issued — line up your building-department-approved special inspector (who cannot work for your contractor) early, and budget for the design professional's final special-inspections conformance report, which gates the Certificate of Occupancy.
- Restaurant tenant finishes carry their own SBR compliance tab ('TF Commercial Restaurant') distinct from non-restaurant TI in the Town's Type II SBR 2024 Commercial Checklist — the IBC checklist explicitly asks you to note whether the tenant finish is 'restaurant' or 'non-restaurant', so identify this before assembling energy/SBR documentation.
- Electrical work is carved out of the Town's permit entirely — permitted and inspected by the State of Colorado Electrical Board — but fire sprinkler work goes through Roaring Fork Fire Rescue (NICET-designed) and fire alarms through the Basalt Fire Department, so a typical commercial TI coordinates the Town, the State Electrical Board, and the fire authority in parallel.
- The Town publishes no numeric plan-review timeline for commercial permits — contact the Building Department (970-927-4702) for current queue status, and note the department performs no inspections or site visits on Mondays and Fridays.
