MAJOR ADMINISTRATION CHANGE, verified 2026-08-02 from both sides' live primary sources: as of July 1, 2026, the Town of Calhan no longer administers its own building permits. The Town's own Building Code & Permits page now states verbatim: 'All building permits for Calhan and Un-incorporated El Paso County will go through Pikes Peak Regional Building Department as of July 1,2026 . Please contact them at (719-327-2880) for all building permits.' PPRBD's own Commercial Plan Review packet (revision-dated 07/01/26) confirms the other side of the handoff, listing Calhan by name among the jurisdictions PPRBD 'provides services to' (alongside Colorado Springs, El Paso County, Fountain, Monument, Manitou Springs, Green Mountain Falls, Palmer Lake, and Woodland Park) and including 'Calhan 719-347-2586 www.calhan.co' in its plan-review contacts table; pprbd.org's site-wide footer likewise now reads 'Serving Colorado Springs, El Paso County, Fountain, Woodland Park, Manitou Springs, Monument, Green Mountain Falls, Palmer Lake, and Calhan.' This supersedes the pre-July-2026 self-administered Town program documented elsewhere in this file (and PPRBD's older 'We do not service the townships of Ramah or Calhan' statement, which still appears un-updated in the body of PPRBD's Homeowner Permits page — the dated 07/01/26 packet and both sites' current routing statements control). It also completes the arc of Calhan's own emergency ordinance, which adopted the PPRBC 2023 specifically to be 'effective prior to July 1, 2026.' Under PPRBD, 'Commercial' is defined as any type of building except one- and two-family dwellings, townhomes, and their accessory structures; condominium and apartment projects are classified as Commercial. New commercial construction (including additions) follows PPRBD's Commercial Plan Review process with mandatory professional plan review before permit issuance.

When you need this permit
- Apply through Pikes Peak Regional Building Department (PPRBD), 719-327-2880, not the Town of Calhan — electronic plan submittal through www.pprbd.org is preferred per PPRBD's Commercial Plan Review packet
- The seal of a design professional licensed by the State of Colorado is required on each sheet of the commercial plans (wet, raised, or electronic; signed and dated); cut sheets and manufacturer's details must also bear a seal
- Completed PPRBD Code Study Form plus code data on the plans: occupancy classification, type of construction, allowable-area analysis, fire areas, sprinkler status, and egress calculations
- Full submittal set: approved development plans, approved final landscape plans, final plat, approved grading & erosion control plans, approved water plans, utility plans, architectural plans, mechanical plans, plumbing plans, electrical plans, and structural plans with soils report; elevator plans and accessibility plans (Group R, I-1, I-2) if applicable
- A separate Life Safety Plan, sealed by the licensed Architect of record, is required for all commercial projects intended for occupancy where two or more means of egress are required
- Reviewed under the codes adopted by PPRBC jurisdictions per the 07/01/26 packet: 2023 Pikes Peak Regional Building Code, 2021 IBC, 2021 IECC, 2021 IMC, 2021 IFGC, 2021 IPC, 2021 IEBC, 2023 NEC, 2017 ICC/ANSI A117.1, Colorado Model Electric Ready and Solar Ready Code, and ASME elevator standards
- Design criteria that must appear on submittal documents: flat roof snow load 30 psf (below 7,000 ft grade plane; 40 psf at/above 7,000 ft), basic wind speed 130 mph Vult for Risk Category I/II (135 mph Cat III, 140 mph Cat IV) with Exposure C required, and seismic spectral response Ss 18.5% / S1 5.9% minimums
- Phased submittals (Foundation Only, Superstructure, Core/Shell) may be accepted per the packet's limited-scope rules; each phase must be released by all required review departments before that phase's permit is issued
- Other agencies review in parallel (zoning, fire, engineering, utilities, health as applicable) — PPRBD's own contacts table lists the Town of Calhan (719-347-2586) as the Development Services/Zoning contact for Calhan project sites; note the Town states it has no zoning inside town limits
- Building and mechanical contractors must be PPRBD-licensed; state-licensed electrical and plumbing contractors must register with PPRBD to work in its jurisdictions Contractor
- Town of Calhan Fire Protection Impact Fee ($0.24 per square foot for Commercial/Industrial Development, Calhan Municipal Code Article 14) is a separate Town-side development impact fee collected where the Calhan Fire Protection District serves the parcel — confirm collection mechanics with the Town now that permit issuance has moved to PPRBD
