Re-chased 2026-07-23: using a live browser session (not a static fetch) to render DORA's client-side-JS 'Verify Plumbing Job Site Jurisdiction' tool at dpo.colorado.gov/EandP/Permits (successfully accessed this time, superseding the prior review's 'inaccessible via static fetch' note), El Paso County IS listed among the counties DORA excludes from State Plumbing Board jurisdiction because they have their own local plumbing inspection program — DORA's own list links that El Paso County exclusion directly to pprbd.org (Pikes Peak Regional Building Department). PPRBD's core/shell phasing rules also make TI permits structurally distinct: the Commercial Plan Review packet states verbatim, 'Each separate tenant will require an interior finish plan and permit, which may require additional modifications to the core and shell elements.' Fees run through the same valuation-based PPRBD fee schedule as other building permits (there is no separate TI fee table), with the permit fee driven by remodel project valuation rather than new-construction square-footage valuation data.

Requirements

  • Apply through PPRBD (719-327-2880 / pprbd.org), not the Town of Calhan; plan review is required before permit issuance
  • Plan submittal per the Commercial Remodel handout: Code Study Form; site plan for single-tenant buildings OR vicinity map plus interior site plan for multiple-tenant buildings; architectural, mechanical, plumbing, and electrical plans; structural and elevator plans if applicable
  • The seal of a Colorado-licensed design professional, signed and dated, is required on each sheet of the commercial plans
  • Architectural plans drawn to a minimum 1/8-inch scale on minimum 18 x 24 inch material; floor plans must graphically indicate the scope of work, label proposed use of each space, and show egress travel distances and fire-rated assemblies
  • Life safety plan required if two or more exits are required; IECC/ComCheck documentation if applicable; demolition plan if applicable
