Crested Butte, per the Town's own Permit Policy document covering remodels, additions, repairs, excavation, and driveway improvements. Reviewed under the 2021 IRC and IEBC as locally amended (Town Code Chapter 6); additions of 1,000 sq ft or more that bring total gross floor area to 4,800 sq ft or more trigger whole-structure fire sprinkler requirements.

Reviewed 2026-08-02 · Source

Requirements

  • Interior remodels requiring a permit include basement finishes, attic conversions, kitchen/bathroom remodels, structural changes (adding/removing doors, windows, walls, or changing rough opening sizes), new/rerouted ductwork or mechanical ventilation, insulation changes to the exterior thermal envelope, gas/solid-fuel appliance changes, and drywall teardown/replacement over a 4x8 ft sheet
  • Exterior remodels requiring a permit include roofing replacement or new roof, siding replacement, and deck structural element replacement or new deck
  • No permit required for like-for-like replacement of cabinets, countertops, tiling, flooring, windows, or doors (provided rough openings don't change), or drywall patching under a 4x8 ft sheet — all replacements must still meet International Energy Code requirements
  • Additions of 1,000 sq ft or more that bring total gross floor area to 4,800 sq ft or more require the ENTIRE structure to be protected with an automatic fire sprinkler system (Town Code Sec. 6-59)
  • Level 3 alterations to existing structures with gross floor area 4,800 sq ft or more require automatic fire sprinkler protection
  • Retaining walls over 4 feet require engineering and must be textured, colored, or faced per the Town's Design and Permit Review Punch List
  • Design Review Compliance and Cleanup Deposit required for permits with valuation $1,000 or more

Roofing Permit (Re-Roof)

Required for re-roofing work in Mt. Crested Butte, reviewed under the 2021 IBC/IRC as adopted, with mandatory ice barrier underlayment per Table R301.2. If the re-roof affects 25% or more of the structure, the entire roof must meet Colorado Wildfire Resiliency Code (WRC) Class A roof-covering, valley-flashing, and vent-mesh requirements per the Town's own WRC Standards Summary.

Requirements

  • Roof Ice Barrier Underlayment Required: Yes, per Table R301.2 (Mt. CB Design Criteria 2021)
  • If the re-roof project affects 25% or more of the structure, the ENTIRE roof must meet Colorado Wildfire Resiliency Code requirements: Class A roofing materials, minimum 26-gauge metal roof valleys, noncombustible gutters/downspouts, noncombustible corrosion-resistant vent mesh with 1/8-inch maximum openings
  • Roofing is explicitly listed as one of the design-review application types that 'does not require drawings/engineering' under the Town's own Design Review Fees schedule, carrying a lower flat design-review fee than projects requiring drawings

Solar Photovoltaic (PV) Permit

Required for rooftop or ground-mounted solar photovoltaic installation in the Town of Mt. Crested Butte. The Town's own Building Division does NOT issue or inspect electrical permits at all — electrical work, including PV wiring and utility interconnection, is handled entirely by the Colorado State Electrical Board (Division of Professions and Occupations), capped at $500 for a residential permit and $1,000 for a commercial permit under the statewide solar permit fee cap, C.R.S. § 24-48.5-113 (HB21-1284). The Town's own Building Permit (valuation-based Table 1-A fee, or the Design Review 'no drawings/engineering' $100 fee for simple roof-mounted work) covers only the structural/mounting scope. The Town has adopted the Model Colorado Electric and Solar Ready Code provisions for new construction.

Reviewed 2026-08-02 · Source

Requirements

  • Town Building Permit required for the array mounting/structural scope, submitted via the Town's GovWell online portal
  • Electrical permit for PV wiring/interconnection must be obtained directly from the Colorado State Electrical Board (dpo.colorado.gov/Electrical), NOT from the Town — the Town's Building Division does not issue or inspect electrical permits
  • Colorado State Electrical Board Solar/Alternative Energy System permits may use a SolarApp+ or Symbium expedited plan review pathway per the Board's published process
  • State Electrical Board permit is valid for one year from the date of issuance
  • Design Review approval required through the Community Development Department; a solar-only installation that does not require drawings/engineering (e.g., a straightforward roof-mount) falls under the $100 Design Review fee tier; installations requiring drawings/engineering are billed at the $200+ tier

Required documents

  • RequiredTown Building Permit Application (GovWell)Covers the array mounting/structural scope of work
  • RequiredColorado State Electrical Board Solar/Alternative Energy Permit ApplicationFiled directly with the state board (dpo.colorado.gov), independent of the Town's building permit; may use SolarApp+ or Symbium expedited plan review

Electric Vehicle (EV) Charger Permit

Required for installing a new electrical circuit, outlet, or panel/service upgrade to serve an EV charger in the Town of Mt. Crested Butte. As with solar PV interconnection work, the Town's Building Division does NOT issue or inspect electrical permits of any kind — all electrical work, including a new EV charger circuit, is handled directly by the Colorado State Electrical Board (Division of Professions and Occupations), independent of the Town's own Building Permit process (which only applies if structural work, such as a new garage, accompanies the charger installation).

Reviewed 2026-08-02 · Source

Requirements

  • Electrical permit for the EV charger circuit/outlet/service-upgrade must be obtained directly from the Colorado State Electrical Board (dpo.colorado.gov/Electrical), NOT from the Town — the Town's Building Division does not issue or inspect electrical permits
  • If the charger installation is bundled with structural work (e.g., a new garage or carport), a separate Town Building Permit is required for that scope, submitted via the Town's GovWell online portal
  • No dedicated EV-charger permit application, checklist, or expedited review track is published by the Town or by the Colorado State Electrical Board as of 2026-07-20
  • No EV-charger line item was found in the Town's Resolution No. 9, Series 2026 Fee Schedule, which does include dedicated flat fees for Solar (item 8) and Geothermal (item 9)

Commercial Building Permit (New Construction, Addition & Tenant Improvement/Alteration)

Required for new commercial construction and for tenant improvement/alteration work in existing commercial buildings within Town of Mt. Crested Butte limits — including hotel, condo-hotel/accommodation, retail, restaurant, and other non-single/two-family occupancies, and Downtown Development Authority (DDA) District development. Reviewed by the same Community Development Department (Building Division) as residential permits, under Town Code Chapter 6, Article II (2021 IBC, as locally amended by Ordinance No. 6, Series 2024) for new construction and Article IX (2021 IEBC) for alterations, using the SAME GovWell application portal and the SAME valuation-tiered Table 1-A Building Permit Fee schedule as residential (Sec. 6-21, citing IBC Sec. 109.2) — the residential-building-permit entry documents that Table 1-A and the parallel residential Table R1-A are identical schedules. The Town's own Fee Schedule (Resolution No. 9, Series 2026) does set a distinct, higher Design Review fee category for 'Accomdation [sic] Units, and Commerical [sic] Unit[s]' compared to Single Family Residence or Multi-Family Residential Design Review fees. No standalone commercial-specific building permit application form, submittal checklist, or Tenant Improvement Permit fee/application track distinct from this general process was found published by the Town.

Reviewed 2026-08-02 · Source

Requirements

  • A current Gunnison County Building Contractor License (Class A, B, or C matching the scope of work) is REQUIRED on all commercial building permit applications, including additions and IEBC Level 2/3 alterations — Town Code Sec. 6-19(5) and Sec. 6-128 (Ordinance No. 6, Series 2024). Unlike residential, the owner-builder exception in Sec. 6-19(5) applies ONLY to property owners of an individual R-1, R-2, or R-3 UNIT acting as their own contractor — a genuinely commercial (non-residential) occupancy has no owner-builder exception at all
  • Site survey/plat by a Colorado-licensed land surveyor is required for new construction, but is explicitly WAIVED under Town Code Sec. 6-19(2) when 'a building permit is sought to reconstruct or remodel totally within the limits of an existing building or structure' — i.e., a typical tenant improvement/interior remodel confined to an existing shell does not require a new survey/plat
  • Crested Butte Fire Protection District (CBFPD) approval letter required confirming access, gas meter location, and water supply comply with Town Code Chapter 8 (Sec. 6-19(3))
  • Construction Management Plan (CMP) required, addressing on-site parking, material staging, road cleaning, trash/toilet facilities, temporary safety fencing, hours of construction, traffic control, snow storage/removal, dust mitigation, and sediment/erosion control (Sec. 6-19(4))
  • Evidence of Mt. CB Water & Sanitation District tap fee payment, or a written waiver signed by the District's superintendent, required before permit issuance if the project taps into the water/sewer system (Sec. 6-19(6))
  • Design Review and Permit Review are conducted CONCURRENTLY through the Community Development Department, per the Town's general (not commercial-specific) combined-process description; Design Review approval, once granted, is valid for 1 year. Proposed development within the Downtown Development Authority (DDA) District receives additional Community Development Department review for DDA compliance, per the Town's own description of the Building Division's role
  • Design Review Scheduling Floor — per Town Code Chapter 21 (Zoning), Article V (Design Review), Sec. 21-303 (Approval Procedure) (ecode360.com/MT4975): design review for any development OTHER than 'single-family residential areas of PUDs and the SFR zone districts' (Sec. 21-303(a), handled administratively by the zoning administrator, no fixed timeline) — i.e., essentially all commercial/Business District/Commercial District/PAD development — is decided by the Planning Commission, and Sec. 21-303(b) requires the zoning administrator to schedule that hearing 'no less than 14 days and no later than 28 days after the receipt of all such materials.' This is a genuine numeric floor for scheduling the initial hearing, NOT a guaranteed decision/completion time: Sec. 21-303(d) lets the Planning Commission table or continue action 'to a date certain' with no outer limit stated, and the separate concurrent Building/Permit Review step (Article II of Chapter 6, IBC Sec. 105.3, amended only to add application-content subparagraphs, NOT a review-turnaround timeframe) still carries no Town-published numeric SLA at all
  • Downtown Development Authority (DDA) Carve-Out — Town Code Sec. 21-301(d): commercial/development projects within the DDA District boundary do NOT follow the Sec. 21-303 procedure above at all; they instead 'shall follow the design review policies and design standards of the Mt. Crested Butte Downtown Development Authority Architectural and Site Design Standards,' a separate DDA-authored document. That document is not published or linked on the Town's DDA page (mtcb.colorado.gov/government/downtown-development-authority-dda) — its own review timeline, if any, is unconfirmed.
  • Fire alarm systems, where required by IBC Sec. 907.2, must meet International Fire Code Sec. 907.8.2 as identified in Town Code Chapter 8 (Sec. 6-25)
  • Ice barrier underlayment required on all roofs (Sec. 6-31, amending IBC Sec. 1507.2.8.2), except detached accessory structures without conditioned floor area
  • Design snow load of 155 psf per the 2016 SEAC Colorado Design Snow Loads (Sec. 6-32, amending IBC Sec. 1608.1) applies to commercial construction the same as residential
  • Minimum footing depth of 36 inches below finished grade unless an alternative is engineer-recommended (Sec. 6-33)
  • No local IBC-Article-II amendment to Chapter 9 (Fire Protection Systems) automatic-sprinkler trigger comparable to Article III's residential Sec. 6-59 was found — commercial sprinkler requirements were not confirmed to follow a Town-specific threshold and should be assumed to follow the unamended 2021 IBC Chapter 9 provisions by occupancy/area unless the Building Division states otherwise
  • Tenant improvements/alterations to existing commercial buildings are governed by the IEBC (Town Code Article IX, Sec. 6-126 et seq.) as Level 1/2/3 alterations; Level 2/3 alterations require the same Gunnison County Contractor License proof as new construction (Sec. 6-128)
  • Electrical and plumbing work is NOT reviewed or inspected by the Town — those permits/inspections are obtained separately and directly from the State of Colorado (Colorado Electrical Board and Colorado State Plumbing Board), the same statewide carve-out documented for residential permits in this record
  • 3% Use Tax on construction/building materials, calculated on 50% of estimated total valuation (or documented actual materials valuation), reconciled within 90 days of Certificate of Occupancy issuance or final inspection approval — Town Code Sec. 19-105/19-21, which is not restricted to residential projects

Fire Sprinkler / Fire Alarm System Permit

Verified

Fire protection and fire-code plan review for Mount Crested Butte is provided by the Crested Butte Fire Protection District (CBFPD), a special district separate from Town government (300 County Road 317, Crested Butte, CO 81224; 970-349-5333). New construction and alteration plan review (Section 1001 of CBFPD's Fire Prevention Fee Schedule) is valuation/square-footage based and explicitly includes plan review and inspection of automatic fire suppression systems and/or monitored fire alarm systems where required — CBFPD does not publish a separate stand-alone sprinkler/alarm permit fee line distinct from this bundled new-construction review.

Requirements

  • Plans submitted through CBFPD's Plan Review Application, including access plans (driveway), utilities location, and a complete set of plans
  • A Pre-Application Meeting Request is available (and recommended) before submittal to ensure a complete application/plan package
  • CBFPD reviews the application and issues an invoice for review fees; the review process begins once payment is received
  • Fire suppression (sprinkler) and monitored fire alarm system plan review/inspection is bundled into the New Construction and Alterations plan review fee (Section 1001A) rather than charged as a separate line item, per CBFPD's Fire Prevention Fees schedule
  • Commercial fire underground plan review and inspection scheduling must be submitted separately to the Colorado Division of Fire Prevention and Control — not included in CBFPD's fee
  • All plan fees paid include one compliant field inspection; non-compliant re-inspections are billed separately ($250 first occurrence / $500 additional occurrences for residential; $500 first occurrence / $1,000 additional for commercial)
