- A walkway must connect the ADU's main door to the street, and the ADU's address must be visible from the street
- ADU needs its own electric meter (Fort Collins Utilities); may require nearby transformer upgrade or trenching payment
- Utility separations: 10 ft between water/sewer lines, 10 ft between storm drains and other utilities, 6 ft trees to water/sewer, 4 ft shrubs to water/sewer
- Stormwater quality treatment (rain gardens, permeable pavers) required if the project creates more than 1,000 sq ft of new impervious surface

Sign Permit
VerifiedRequired to install, alter, or replace most permanent signs (wall, ground/monument, awning, projecting/fin, canopy, secondary roof) in Fort Collins, under Land Use Code Section 5.16 (Signs). Administered by the Zoning division of Community Development & Neighborhood Services — a distinct process from Building Services' Fast-Track/Remodel permits, with its own City-issued Sign Contractor license class. Temporary signs (banners, feather flags) use a separate Temporary Sign Permit Application under LUC Section 5.16.3. Despite a direct chase across the City's Fee Schedules page, the Zoning Permits webpage, and both Sign Permit Application PDFs, no published dollar fee figure for the sign permit itself could be located — flagged honestly below rather than estimated.

Requirements
- Required to install, alter, or replace most permanent signs (wall, ground/monument, awning, projecting/fin, canopy, secondary roof) per Land Use Code Section 5.16; administered by Zoning, not Building Services
- Temporary signs (banners, feather flags) are governed separately under LUC Section 5.16.3, using a distinct Temporary Sign Permit Application
- Sign Permit Application (permanent) requires a stated materials-and-labor Valuation figure and detailed drawings showing site location and dimensions; submitted electronically as one collated PDF to zoning@fortcollins.gov
- Permanent sign installation may only be performed/permitted by a City of Fort Collins-licensed Sign Contractor (contractor license number prefixed "SG-"), the property/business owner, or an applicant with the owner's written consent; permits cannot be issued if the contractor's license is out of date (contractor_licensing@fortcollins.gov)
- Wall sign raceways may not exceed 50% of the average height of the attached letters and/or shapes
- Ground sign (monument, pole, drive-thru lane) applications must include a site plan showing distance to the property line; overall height is measured from the flowline of the adjacent street
- Temporary banners: capped at 40 sq ft, limited to 40 days per calendar year per business; feather flags limited to 20 days per calendar year; banners and feather flags cannot be displayed concurrently
- Detached banners limited to 1 per 100 linear feet of property frontage; attached banner standards and maximum sign height vary by the property's applicable sign district (LUC 5.16.3)
- All temporary signs must sit on the business's own private property, no closer than 2 feet to a public sidewalk
- The permanent Sign Permit Application also asks applicants to list any signs being removed, to help the City keep its sign survey current
Required documents

| Sign Permit Fee (permanent signs) | Not published as a flat or itemized dollar figure anywhere in the City's public materials | Checked directly this session: the Fee Schedules page's Development Review Fees > Zoning Services table has no sign-permit line item, the Zoning Permits webpage states no fee, and the Sign Permit Application PDF itself only asks the applicant to state a materials-and-labor 'Valuation' figure without listing a rate or formula. Confirm current cost directly with Zoning (970-416-2745 / zoning@fortcollins.gov) before applying. |
| Zoning Verification Letter (optional pre-application check) | $100.00 | City of Fort Collins Fee Schedules page — Development Review Fees, Zoning Services table; useful for confirming a property's sign district/standards before a formal sign permit submittal, though not itself the sign permit fee |
Fire Sprinkler and Fire Alarm System Permit
VerifiedIssued entirely by Poudre Fire Authority (PFA) — a joint city-district fire authority genuinely separate from Fort Collins Building Services — through its Fire Prevention and Community Risk Reduction (FPCRR) Division. Required for new or altered fire sprinkler systems (NFPA 13/13R commercial and multi-family, NFPA 13D one- and two-family dwellings), fire alarm systems, and related life-safety systems, governed by the City of Fort Collins' adopted 2024 International Fire Code (confirmed directly via PFA's own Fire Code Amendments page this session). Fees are calculated from system valuation via PFA's own online System Plan Review Fee Calculator, confirmed directly this session by testing several valuations, plus City sales tax (1.925%) and Larimer County tax (0.4%). This PFA permit is required IN ADDITION TO any City of Fort Collins Building Services permit for the same project.

Requirements
- A PFA construction permit is required for new or altered fire sprinkler systems (NFPA 13/13R commercial and multi-family, NFPA 13D one- and two-family dwellings), fire alarm systems, alternative extinguishing/suppression systems (kitchen hoods, spray booths, clean-agent), fuel storage/tanks, gas detection systems, CO2 beverage dispensing systems, smoke control systems, and Emergency Responder Communication Enhancement Systems (ERCES) — confirmed directly from PFA's own Construction Permits list
- Reviewed and issued entirely by PFA's Fire Prevention and Community Risk Reduction (FPCRR) Division — not Fort Collins Building Services — governed by the City of Fort Collins' currently adopted 2024 International Fire Code (IFC), confirmed via PFA's own Fire Code Amendments page
- Separate Submittal Checklists apply for Type 13/13R Sprinkler Systems, Type 13D Sprinkler Systems, and Fire Alarm Systems; a faster "Limited Scope Permit" path exists for both smaller-scope sprinkler and fire alarm work
- All contractors installing or repairing fire suppression systems anywhere in Colorado, including within PFA's jurisdiction, must hold a Fire Suppression System Contractor registration issued by the Colorado Division of Fire Prevention and Control (DFPC) under 8 CCR 1507-11-3 — a statewide requirement independent of any City of Fort Collins contractor license
- PFA reviews development documents and building-permit submittals for four jurisdictions sharing its 230-square-mile service area: the City of Fort Collins, Town of Timnath, Poudre Valley Fire Protection District, and unincorporated portions of Larimer and Weld Counties
- Fees are calculated via PFA's own online System Plan Review Fee Calculator based on the contractor-reported system valuation, and are paid separately from any City of Fort Collins Building Services permit fee for the same project
- This PFA permit is required in addition to, not instead of, the applicable City of Fort Collins Building Services permit (e.g., new construction or Commercial Remodels, both documented elsewhere in this file) for the same project
Required documents
- RequiredPFA Construction Permit ApplicationSubmitted through PFA's own online system, separate from the City of Fort Collins' Accela-based building-permit portal

Change of Use / Change of Occupancy
VerifiedFort Collins has no standalone change-of-use or change-of-occupancy permit or fee line — confirmed directly this session by checking the Building Permits page's full list of permit-type accordions (52 entries, none named Change of Use or Change of Occupancy) and the Fee Schedules page's Zoning Services table (no such line item). A change of use/occupancy instead runs on two parallel tracks already partly documented elsewhere in this file: the zoning side, verifying the new use is allowed under the Table of Primary Uses in Article 4 of the Land Use Code for the property's zone district (optionally confirmed via a $100 Zoning Verification Letter); and the building-code side, where the existing Commercial Remodels permit type explicitly lists 'change of function, use, or occupancy' as an example project and requires the City's dedicated 'Change of Occupancy Permit Requirements' submittal packet, reviewed under the City's adopted 2024 International Existing Building Code (IEBC).

Requirements
- No standalone change-of-use or change-of-occupancy permit, application, or fee exists — confirmed absent from the Building Permits page's full set of permit-type accordions and from the Fee Schedules page's Zoning Services table, both checked directly this session
- Zoning-side check: the proposed new use must be allowed under the Table of Primary Uses in Article 4 of the Fort Collins Land Use Code for the property's zone district; a $100 Zoning Verification Letter (Development Review Fees, Zoning Services table) can be requested to confirm this before applying for a building permit
- If the new use is not a permitted or limited-permitted use in the applicable zone district, an Addition of Permitted Use process (a Development Review application, not itself a permit type documented in this file) may be required before a building permit can be issued
- Building-code side: a change of function, use, or occupancy is processed under the Commercial Remodels permit type (documented elsewhere in this file), using the same tiered valuation-based fee table, and additionally requires the City's 'Change of Occupancy Permit Requirements' submittal packet
- Reviewed against the City's adopted 2024 International Existing Building Code (IEBC) with Fort Collins Amendments (already listed in this file's codesAdopted), which governs the life-safety and accessibility compliance triggered by a change in occupancy classification
- Accessibility upgrades may be required depending on the specific occupancy change, per the City's Accessibility Upgrades Information guidance (already referenced under the Commercial Remodels entry)
- Construction Waste and Recycling Declaration of Responsibility + Report and an Owner Authorization Form (commercial/multifamily) are required as part of the underlying Commercial Remodel submittal
- Contact Building Services (buildingservices@fortcollins.gov, 970-416-2740) or Zoning (zoning@fortcollins.gov, 970-416-2745) directly to confirm which track(s) apply to a specific proposed use change, since no single consolidated City page walks through this exact scenario end-to-end
Required documents
- OptionalZoning Verification Letter ApplicationOptional pre-application check confirming the proposed use is allowed in the property's zone district under Article 4's Table of Primary Uses
- RequiredCommercial Remodel Permit Application (PDF, 530KB)Same application form used for the underlying Commercial Remodels permit type, filed for the physical work accompanying the use change
- RequiredChange of Occupancy Permit Requirements (PDF, 512KB)City-published submittal packet specific to occupancy-classification changes, applied under the 2024 IEBC
- OptionalAccessibility Upgrades Information (PDF, 499KB)Guidance on accessibility-upgrade requirements that may be triggered by the specific occupancy change
- RequiredOwner Authorization Form (PDF, 374KB)Required for commercial/multifamily projects
